YANGON, 22 June - The Second Conference of the Myanmar Writers and Journalists Association commenced in the Pyidaungsu Hall, Kyaikkasan, here at 9 am today with an address by Secretary-l of the State Peace and Development Council Lt-Gen Khin Nyunt.

Also present on the occasion were member of the State Peace and Development Council Chairman of Yangon Division Peace and Development Council Commander Maj-Gen Khin Maung Than, Minister for Mines Brig-Gen Ohn Myint, Minister for Home Affairs Col Tin Hlaing, Minister for Information Maj-Gen Kyi Aung, Minister for Hotels and Tourism Maj-Gen Saw Lwin, Minister for Culture U Win Sein, Minister for Electric Power Maj-Gen Tin Htut, Minister for Sports Brig-Gen Sein Win, Minister for Religious Affairs Maj-Gen Sein Htwa, Minister at the Office of the Prime Minister U Than Shwe, Chief Justice U Aung Toe, Attorney-General U Tha Tun, deputy ministers, senior military officers, Director-General of the State Peace and Development Council Office Lt-Col Pe Nyein, Chairman of the MWJA Central Executive Committee U Myo Thant (Maung Hsu Shin), Vice-Chairman U Hla Myaing (Ko Hsaung), the secretary, joint secretaries, CEC members, delegates of Township WJAs, doyen writers and guests.

(2)   Deputy Prime Minister receives Director of Lafarge Co

YANGON, 22 June - Deputy Prime Minister and Chairman of Myanmar Investment Commission Vice-Admiral Maung Maung Khin received Director of Lafarge Co Mr Jose Maria Aulotte and party of France at his office this morning.

Present also were Minister at the Office of the Chairman of State Peace and Development Council and Secretary of MIC Brig-Gen Maung Maung and officials of Myanmar Investment Commission and Myanma Ceramics Industries.

(3)   Third Meeting of Myanmar-Vietnam Joint Commission for bilateral cooperation held

YANGON, 22 June - The visiting Vietnamese Government Delegation led by Deputy Prime Minister and Minister for Foreign Affairs Mr Nguyen Manh Cam called on Minister for Foreign Affairs U Ohn Gyaw at the Ministry of Foreign Affairs this morning.

They held official talks on regional and international issues.

The Third Meeting of the Myanmar-Vietnam Joint Commission for bilateral cooperation was held at the ministry this afternoon.

The meeting was attended on the Myanmar side by Co-Chairman and Minister for Foreign Affairs U Ohn Gyaw and members of the Myanmar Delegation to the joint commission, and on the Vietnamese side by Co-Chairman, Deputy Prime Minister and Minister for Foreign Affairs Mr Nguyen Manh Cam and members of his delegation.

At the opening session Myanmar Delegation leader U Ohn Gyaw and the leader of the Vietnamese Delegation Mr Nguyen Manh Cam delivered opening addresses.

The two Leaders then held cordial discussions on wide range of issues of mutual interest with a view to further enhancing the existing ties of friendship and cooperation between the two countries.

After the meeting, the two leaders signed the agreed minutes of the meeting.

The meeting was followed by the Signing Ceremony of a Memorandum of Understanding between the Government of the Union of Myanmar and the Government of the Socialist Republic of Vietnam.

On behalf of the respective Governments, U Ohn Gyaw and Mr Nguyen Manh Cam signed the memorandum of understanding between the Government of the Union of Myanmar and the Government of the Socialist Republic of Vietnam on bilateral visa exemption for holders of diplomatic and officials passports and exchanged the documents.

In the evening, U Ohn Gyaw hosted dinner in honour of the Vietnamese delegation at the Royal City Hotel.

(4)   Heroin seized in Loilem

YANGON, 22 June - A passenger and a driver were arrested in Loilem Township on 14 June for trafficking 0.02449 kilo of heroin and 35 viss of opium

A combined force of members of Defence Services Intelligence and Myanmar Police Force acting on information stopped and searched a car which was travelling from Panglong to TaunggyiinLoilem.

They found the narcotic drugs from the passenger Ma Twa, 36, son of U Lou Mat.

Action has been taken against the driver Tin Aung Myint, 46, and MaTwa.

YANGON, 22 June - Minister for Transport Lt-Gen Tin Ngwe received Ambassador of Italy Dr Cesare Capitani at his office this morning.

Present also were Deputy Minister for Transport Brig-Gen Kyaw Myint and Director-General of Transport Department U Khin Maung Myint.

(6)   Lower Myanmar USDA Patron's Trophy ISD Soccer Tourney opens at Padonma Sports Ground

YANGON, 22 June - The opening ceremony of Sangyoung Padonma Sports Ground was held in conjunction with the opening ceremony of the 1998 Second Union Solidarity and Development Association Patron's Trophy Lower Myanmar Inter-State/Division Soccer Tournament this afternoon.

It was attended by member of the State Peace and Development Council Commander of Yangon Command Maj-Gen Khin Maung Than, Chairman of Myanmar Olympic Committee Minister for Sports Brig-Gen Sein Win, Chairman of Yangon City Development Committee Yangon Mayor U Ko Lay, members of the USDA Central Executive Committee, deputy ministers, senior military officers, members of Myanmar Olympic Committee and officials.

Brig-Gen Sein Win and U Ko Lay formally opened the sports ground.

Next, Brig-Gen Sein Win formally unveiled the stone inscription of Padonma Sports Ground and opened the tournament.

Shan State (East) and Ayeyawady Division played the opening match.

The 23 June fixture: Mon State vs Kayin State.

(7)   BSI holds first four-monthly meeting

YANGON, 22 June - Bureau of Special Investigations held its first four-monthly meeting for 1998 at Ministry of Home Affairs this morning with an address by Minister for Home Affairs Col Tin Hlaing.

BSI is responsible for the rule of law, involved in exposing criminal cases which are the duties of the National Intelligence Bureau and the department itself, he said.

Personnel of BSI should deter in time loss of State income due to misconduct of service personnel and businessmen as these losses can lead. toward threatening the national economic stability, he reminded.

Unity among the four departments - Myanmar Police Force, General Administration Department, Prisons Department and BSI-under Ministry of Home Affairs is required for progress of the ministry's functions, he noted.

The minister urged them to strive to curb criminal cases in accord with the objectives.

Deputy Minister for Home Affairs Brig-Gen Thura Myint Maung, directors-general of departments under the ministry, deputy directors-general, directors, deputy directors, Director-General of BSI U Than Myint, Deputy Director-General U Tun Shin and other officials were also present.

YANGON, 22 June - Book fair hailing Myanmar Writers and Journalists Association Second Conference has sold nearly K 200,000 worth of books on 21 and 22 June.

Delegates to the conference and people are crowding shops of Information and Public Relations Department, News and Periodicals Enterprise, Sarpay Beikman, Religious Affairs Department, Myawady Literature House, Innwa, Tin Shwe Sarpay, Wamoe Aung Sarpay, Gondu Sarpay, Pyinnya Alinpya, Parami Sarpay, Today, Sarpay Lawka and Zawtika These shops are selling books on politics, economics and social at discount rates.

Beginning 20 June, the fair is opening daily from 9 am to 7 pm.

(9)   Talks to mark International Day against Drug Abuse and Illicit Trafficking

YANGON, 22 June - Talks to mark the International Day against Drug Abuse and Illicit Trafficking were held at No I Basic Education High School in Hline Township on 21 June.

Chairman of Township Peace and Development Council U Chit Ko Ko spoke on the occasion.

Township Police Commander, acting Secretary of Township Union Solidarity and Development Association U Mya Thaung and Health Education Officer Daw Khin Than Wai lectured on anti-drugs, cooperation in eradication of drug abuse and rehabilitation with NGOs and danger of stimulants.

Present were members of Township and Ward Peace and Development Councils, NGOs, school heads and students numbering 600.

(10)  Second Conference of Myanmar Writers and Journalists Association begins

YANGON, 22 June - Secretary-1 of the State Peace and Development Council Lt-Gen Khin Nyunt addressed the opening ceremony of the Second Conference of Myanmar Writers and Journalists Association in Pyidaungsu Hall, Kyaikkasan Ground, at 9:00 am today.

The Second Conference of MWJA was held at the same venue at 10:30 am.

Present were Minister for Information Maj-Gen Kyi Aung, Deputy Minister Brig-Gen Aung Thein, Deputy Minister for Culture U Soe Nyunt, Chairman of the (Central Executive Committee of MWJA U Myo Thant (Maung Hsu Shin), Vice-Chairman U Hla Myaing (Ko Hsaung), Secretary U Win Pe (Monywa Win Pe), joint secretaries, members of CEC, delegates of Township Writers and Journalists Associations, doyens of literati and guests.

In the morning session, U Hla Myaing (Ko Hsaung) presided over the conference with members of the panel of chairmen U Aung Ye Htut (Reporter Aung Ye Htut) of Myitkyina, U  Mahm Thint Naung (Mahm Thint Naung Kawkareik) of Hpa-an, U Maung Shein (Tawlahtwe) of Mindat, U Bya Ye of Loikaw, U Ye Lwin (Thintbawa U Ye Lwin) of North Okkalapa Township, U Chit Htwe (Maung Chit Htwe Mahaweikza) of Htigyaint Township.

Joint Secretary Dr Tin Tun Oo acted as master of ceremonies.

U Hla Myaing delivered an opening speech.

U Myo Thant also spoke.

The summary of the report of the Central Executive Committee was read by Daw Mya Mya Than (Ma Hnin Phwe), the financial statement and condition of literary funds by U Saw Myint (Maung Saw Myint), the audit report by U Kyi Nyunt (Chitkyiye Kyi Nyunt) and records of condolence on the deceased by Dr Tin Shwe (Sayawun Tin Shwe).

Then, the morning session recessed.

In the afternoon session, member of the CEC U Tin Kha (Tekkatho Tin Kha) presided over the session with members of the panel of chairmen U Han Tin (Mahuya - Myeik) of Myeik Township, U Aung Than (Maung Cetana) of Bago Township, U Kyaw Kyaw (Taungdwin Win Kyaw) of Taungdwingyi Township, U Khin Maung Gyi (Thadinsa Saya) of Chanayethazan Township, U Kyi Aye (Hsinbyukyun Aung Thein) of Thakayta Township and U Shein Aung (Shein Aung Bo) of Insein Township.

Member of the CEC U Hla Tun (Twantay Hla Tun) acted as master of ceremonies.

The basic rules for the organization of MWJA and amendments were submitted by CEC member U Tin Hlaing (Ledwintha Saw Chit).

The CEC report was discussed by delegates U Win Aung (Htet Thu Aung) of Moegaung Township, U Tin Tun Ohn (Mahm Chaint Phale) of Kawkareik Township, U Aye Kyu (Hsinpaungwe Aye Kyu) of YeU Township, U Hla Myint (Kawthaung Shwe Pyi Soe) of Kawthaung Township, U Aung Thein Win (Maung Khaing Khant) of Bahan Township, U Khin Maung Mya (Yenangyoung U Khin Maung Mya) of Yenangyoung Township, U Chit Swe (PyinOoLwin Chit Swe) of PyinOoLwin Township, U Mehm Chit Chain (Kalawthot Mehm Chit Chain) of Mudon Township, U Swe Lwin (Swe LwinOkkala) of Taunggup Township, U Khin Zaw (U Khin Zaw-Mayangon)of Mayangon Township, U Hla Maung Latt (Hsipaw Ko Latt) of Hsipaw Township, U Hla Kyi (Pathein Hla Kyi) of Pathein Township and suggestions for future tasks by U Win Myint (Khin Gwan Gwi) of Mingaladon Township, U Mya Maung (Kengtung Mya Maung) Kengtung Township , U Tin Aye (Nay Chan-Maubin)of MaubinTownship, U Kyaw Win (Thet Naing-Gyobingauk) of Gyobingauk township.

CEC member U Khin Maung Tun (Khin Maung Tun-Lanmadaw) replied to discussions on the CEC report on behalf of Vice-Chairman U Hla Myaing.

U Soe Win (Hmawwun Win Myat) of Kyauktan Township tabled a motion calling for the approval of the CEC report and future tasks, which was seconded by U Kyaw Lwin of Thazi Township.

U Than Hlaing (Tekkatho Thinkha) of Mingala Taungnyunt Township tabled a motion calling for the approval of the financial statement and audit report, which was seconded by U Aung Lin (Aung Tun-Toungoo) of Toungoo Township.

U San Shwe (Tin Maung Htet-Kwangyangon) of Kwangyangon Township tabled a motion calling for the approval of the condition of the literary funds, which was seconded by U Thein Han (Kyaw Aye TheinHlegu) of Hlegu Township.

Then, U Maung Maung Win (Maung Maung Win) of Pabedan Township tabled a motion calling for the approval of the basic rules for the organization of MWJA, which was seconded by U Than Tin (Thin Aung) of Lanmadaw Township.

Then, awards for good performance were presented to award-winning townships.

CEC member U Ohn Pe (Ohn Pe-Pakokku) presented the award to Mayangon and Dagon Myothit South Township, CEC member Daw Khin Khin Sein (Yuwady Khin Sein Hlaing) to Bahan and Hline Townships and CEC member Dr Khin Maung Nyunt to Myitkyina Township.

Later, CEC member Dr Khin Maung Nyunt presented a consolation award to Botahtaung Township, CEC member U Kyi Nyunt (Chitlcyiye Kyi Nyunt) to Tamway and Kyimyindine Townships, CEC member U Ye Tint (Ye lint) to Bago and Taungdwingyi Townships, CEC member U Kyaw Min (Min Kyaw Min) to Kawlin and Hsipaw Townships, leader of auditor team U Maung Win (Maung Win Sarpay) to Tatgon and Kyaukse Townships, CEC member U Hlaing Kwe (Cartoon Maung Wunna) to Pyinmana and Mawlamyine Townships, Secretary U Win Pe (Monywa Win Pe) to Kyauktaw and Yankin Townships.

U Tin Hlaing (Ledwintha SawChit)donated K 10,000 for MWJA and U Nyunt Wai (Pyonepantaya) K 10,000.

U Myo Thant (Maung Hsu Shin), CEC member U Than Maung and Treasurer U Saw Myint (Maung Saw Myint) accepted the donations.

The Second Conference will be held till 24 June.
