YANGON,, 23 Jan.- A mass rally to support national and rural development tasks organized by
Ayeyawady  Division Union Solidarity and Development Association was held near Bo Myat Tun Bridge at  Thaungdan Village, Nyaungdon Township, on 16 January. It was attended by Pathein District column  comprising 8,000 USDA members from Pathein, Kangyidaunt, Tha-baung, Ngaputaw, Kyonpyaw,  Yekyi and Kyaunggon townships; Hinthada District column comprising 5,000 USDA members of  Hinthada, Zalun, Laymyethna, Myanaung, Kyangin and Ingapu townships; Maubin District column  comprising 11,000 USDA members of Maubin, Pantanaw, Nyaungdon and Danubyu townships;  Myaungmya District column comprising 5,000 USDA members of Myaungmya, Einme, Labutta,  Wakema and Mawlamyinegyun townships and Pyapon District column comprising 3,000 USDA  members of Pyapon,  Bogale, Kyaiklat and Dedaye townships. Signboards including aims of USDA,  mottos  Towards a  Peaceful, Modern and Developed Nation, Emergence of the State Constitution is  the duty of all citizens of
Myanmar Naing-Ngan, Four Political Objectives, Four Economic Objectives,  Four Social Objectives,  Rural Development Tasks and Our Three Main National Causes were put up at  the venue. Ayeyawady  Division USDA Executive Dr Nyunt Pe presided over the rally with Hinthada  District USDA Executive U  Nyunt Hlaing and Kyaiklat Township USDA Executive U Mehn Tun Tun  Than as members of the panel  of chairmen. Hinthada District USDA Executive Daw Sabei Phyu acted  as master of ceremonies and  Kyonpyaw Township USDA Executive Daw Nant Kay Thwe Khaing  co-emcee. At the rally, Chairman of  the mass rally Dr Nyunt Pe delivered an address. He said that  USDA is a national organization formed  with the offspring of the national races with a view to serving  the interests of the nation and the entire  national people. So, all the association members are taking part  in the national and rural development  tasks.

National consolidation and peace and tranquillity are inter-related to each other. These two tasks are  not  only the requirement of the country but also the tasks which are desired by the people since long  ago.  Peace negotiations were held with a view to ending the internal strife from which the people  suffered for   many years. Efforts are being made for safeguarding of Our Three Main National Causes  non- disintegration of the Union, non-disintegration of national solidarity and perpetuation of  sovereignty laid   down by the State. Now, 17 armed groups have returned to the legal fold and joined  hands with the  Government to serve the interest of the State. For economic development of the State,  the short-term five- year plans are being implemented in accord with the Economic Objectives. He urged  the USDA members  to safeguard the peace and tranquillity, to partake in the nation-building endeavours  and to pay serious  attention to rural development tasks by accepting the governments nation-building  task as the national  work programmes.

Mawlamyinegyun Township USDA Executive U Myint Aung tabled the motion calling for support of   the national development tasks of the Government. He said it can be seen that success has been  achieved  in the agricultural sector in the division because the four strategies to meet the planned sown  acreage and  to extend cultivated acres, to increase per-acre yield, to promote cultivation of crops and  to minimize  wastage and loss Ñ were laid down and implemented in accord the guidance given by the  Head of State.  In the use of land in the division, there were 3.668 million cultivated acres in 1988-89,  and at present  there are 4.252 million acres indicating an increase of 0.584 million of acres. According  to the motto  growing sunflower among any crop, extended cultivation of double cropping were carried  out and triple  cropping in the places where irrigation is possible.

There were 4.247 million acres of crops in the past and now 7.25 million acres of crops in 2000-2001   showing an increase of over 3 million acres. In paddy cultivation, there were 3.154 million acres of   monsoon paddy in the past and now 4.988 million acres of monsoon paddy including summer paddy.  So,  over 1.8 million acres of land increased. Similarly, 190.2 million baskets of paddy were produced in   1998-99 and 355.1 million baskets of paddy in 2000-2001 showing an increase of over 164.9 million   baskets.

Therefore, Ayeya-wady Division can be called the nation's rice bowl. Regarding water supply task,  there  were no dam and water-pumping station in the division before 1988-89. During the period of  Tatmadaw  Government, six dams including Nankathu Dam in Ingapu Township were built and these  dams irrigate  267,421 acres of farmland in the division. Kunchaung Dam, Ma-mya Dam and Kanyin  Dam which are  under construction will irrigate 55,000 acres of land. Moreover, construction and  maintenance works  were carried out for 1,343 miles of embankment in order to save over 1.6 million  acres of monsoon paddy fields from flooding. Canals, drainage and sluice gates were built to ensure  proper inflow and outflow of  water in wetlands and to prevent over 1.2 million cultivated acres from  deluge. In addition, 22 river water  pumping stations irrigating 15,627 acres of cultivated land.  Kazunkhon and Ngapiseik river water  pumping project will irrigate 12,000 acres in Myanaung  Township and the Bhamo-thonkhwa river water  pumping project will irrigate 4,000 acres of cultivated  land in Myaungmya Township. Due to all-round  efforts, the average per acre yield of paddy which was  62.01 baskets in 1988-89 rose to 71.2 baskets in  the year 2000-2001 showing an increase of 9.19  baskets.

Similarly, outputs of oil crops and pulses and beans are boosted. These achievements lead to uplifting   the economic standard of rural people. Ayeyawady Division is a delta region with numerous rivers and   creeks. Hence, the people had to rely only on waterway in the past. The waterway route from Pathein,  the  capital of the division, to Yangon City took 18 hours. Now, the motor road from Pathein to Yangon  City  take only about 4 hours. In accordance with the genuine goodwill of the Head of State, many big  bridges  have been built across rivers flowing from north to south in the division. To be exact, 34 major  bridges  each of which is over 180 feet long have been built. Some of them are Bo Myat Tun Bridge,  Maubin  Bridge, Pantanaw Bridge, Myaung-mya Bridge, Pinlelay Bridge (See page 6) (from page 1)  and  Gonnyindan Bridge. Shwelaung, Wakema, Darka and Ayeyawady River (Dedaye) Bridge are  under  construction. In view of ensuring better transportation, 460 miles of 747 village-to-village roads  and 36  self-reliance roads of USDA and public stretching 107,367 feet were built.

Hence, transport has become easy and convenient. In the Ayeyawady Division, 484 Government and   private faxes were installed in Pathein Digital Exchange Special Project. Arrangements are made for   opening of a 500 autoline exchange with the use of underwater cable in Pyapon Township. The 50-line   exchange was upgraded into the 100-line one by self-reliance basis in Hainggyikyun, Ngaputaw   Township. Cordless phones were installed at six villages where face with difficult transportation, and   arrangements are being made for building a 50-line exchange each and one cordless phone each in two   villages of the each township.

Then, Pathein Township USDA Reserve Executive Daw Thaw Thaw Aung seconded the motion tabled   by Mawlamyinekyun Township USDA Executive U Myint Aung calling for the support of the  nation- building endeavours of the Government. She said that in the education sector of the division,  Pathein  Degree College and Hinthada Degree College were upgraded into university each. Education  Colleges  were opened in Pathein, Myaungmya and Bogale townships, Government Technological  Colleges in  Hinthada, Kangyidaunt, Maubin and Wakema townships and Government a Computer  College was  opened in Pathein. Similarly, a total of 102 basic education high schools, 271 BEMSs and  5,622 BEPSs  were opened.

Likewise, branch schools such as 71 BEHSs, 78 BEMSs and 7 MEPSs and affiliated schools such as  61 BEHSs, 237 BEMSs and 182 BEPSs were opened in the division. A total of 32 Electric Learning  Centres and 104 multimedia teaching centres were also opened. In conclusion, it can be seen that  success has been tremendously achieved in development tasks being undertaken by the State. At  present, endeavours of the tasks contribute to the interest of the people and laid down better foundation  for the new generation youths. She urged all the association member to safeguard these better  foundation and to actively take part in the development tasks of the State.

Khin Nyunt, Chairman of Yangon Division Peace and  Development Council Commander of Yangon Command Brig-Gen. Myint Swe, the ministers, the  deputy ministers, members of the National Health Committee, officials of the State Peace and  Development Council Office, directors-general of departments under the Ministry of Health, rectors of  Universities of Dental Medicine, Members of Myanmar Academy of Medical Science, World Dental  Federation President Dato Dr A Ratnanesan, Chairman of Asia-Pacific Dental Federation Dr Chan  Chao Chang and members, dental surgeons of foreign countries, delegates of social associations,  Chairman of Myanmar Dental Association Dr Ba Myint and executives, members and invited guests.  First, Chairman of National Health Committee Secretary-1 of the State Peace and Development  Council Lt-Gen. Khin Nyunt delivered an address.

Secretary-1 Lt-Gen. Khin Nyunt said at present, the government is making strenuous efforts to promote  the health care services from all sectors with the aim of uplifting the health standard of the entire nation.  Development of the Myanmar Dental Association as a national health force contributes towards  strengthening of a foundation serving as a springboard to provide advanced oral health care services.  Holding of the Joint Meeting with the World Dental Federation (FDI) in Myanmar for the third time in  conjunction with the 22nd Conference of the Myanmar Dental Association amounts to implementing a  national health policy Ñ to actively participate in international health activities.

President of FDI Dato Dr A Ratnanesan and members,  Chairman of Asia Pacific Dental Federation Dr Chan Chao  Chang and General-Secretary Dr Oliver Hennedige and  representatives of APDF countries are attending the third  joint meeting; it is believed that their participation will  produce good results such as sharing of the fruits of dental  science among the member nations, studying and addressing  of the dental diseases and problems of the region and laying  down of work programmes to jointly control the dental  diseases. The State Peace and Development Council is  making systematic arrangements to uplift the physical and mental health of the entire people in order to  enable them to take part in the nation-building task with full vigour and to fully enjoy the fruits of the  national development.

In so doing, it is striving to uplift the national health standard from all sectors. The oral health plays a
vital role in uplifting the health and fitness of the entire nation. Thus, the government has been giving
priority to conducting oral health care services to extend the scope of public health care cover. Primary  oral health care project is being implemented under the community health care programme. Primary oral  health care project covers extension of primary oral health care of students, youths, young persons and  the aged; effective application of prevention methods; introducing of the diet which is in accord with the  oral health procedures, educating of primary students to know the systematic oral cleaning methods, and  dissemination of the oral health knowledge to the public. Oral health care has been included in the old  age health project and the school health project covered by the public health care programme.

The government is providing assistance to development of the human resources of the oral health
branch, to enable dentists to continue further studies and to develop dental treatment in conformity with  the developments and changes of the science in the world nations to implement the primary oral health  care project. In the past, there was only one institute of dental medicine in the nation to produce and  nurture human resources of the oral health branch.

Now there are two universities of dental medicine, one in  Yangon and another in Mandalay which are producing twice  the number of dentists. Master of dental science course was  opened in 1993 to enable dentists to continue advanced  studies and to develop the human resources of the dental  science field. Up to now, the institutes of dental medicine  have produced 67 master's degree holders. Twenty-six  candidates are attending the course. Dental Science diploma  course was opened in 1998. Forty-one students have  completed the course and 12 are attending it.

A training school for denture was also opened to bring out technicians. Up to now the school has
produced 104 technicians. Nine students are attending the school. Dental nurses training school has also  produced 105 nurses. Arrangements are under way to  open an advanced dental nurses training school.  On the other hand, the government is spending a large sum of cash to provide modern teaching aids and  oral health care equipment to the universities of dental medicine and hospitals under the four-year  national education promotion programme. Dental surgeons have been assigned duties at the district level  hospitals to enhance the quality of oral health care. Necessary assistance have also been provided to the  hospitals. Proficiency courses have been conducted for dentists and basic health workers to extend the  scope of public primary health project to cover down to the rural areas.

The government is providing modern oral health equipment, making arrangements to enable dental
surgeons to continuously study the advancing dental sciences of the international field, extending the
coverage of the primary oral health care project to cover the rural areas. Due the efforts of the
government and the dental surgeons, the dental science is achieving extra progress and oral health
standard is gradually improving. As the social sector is achieving more progress, so also the people are  gaining more health knowledge. Oral health care education is being disseminated at the basic education  schools.

Thus, the public is giving more attention to the oral health care. He spoke of the need for Myanmar
Dental Association to organize all dental surgeons to make efforts for raising oral health standard of the  people, while uplifting the already-achieved momentum. Now endeavours are being made for national  development with the collective efforts of the entire people. It is encouraging to note that in efforts to  combine national resource forces in the country to become a united force with the same aim, Myanmar  Dental Association has been successfully implementing its objectives as a consolidated national force, he  said. Myanmar Medical Association occasionally made field trip and gave treatment.

In coordination with the Organizing Committee of the Yangon Command, the association conducted  dental and oral checks and gave treatment and held dental and oral health talks at the battalions and  units under the Yangon Command from October 200 to May 2001. During that time, the association  gave dental and oral treatment to about 5,000 officers, other ranks and privates and families and  students of Yangon Station, Mingaladon Station, Hmawby Station, Indaing Station and Phugyi Station  and provided dental health care service to over 15,000 people. Moreover, it conducted field trips to  give dental and oral treatment in Hlinethaya and Dagon Myothit (South) Townships and at the schools  under the Ministry of Social Welfare, Relief and Resettlement. For continuous education progress of its  members, the MDA has been publishing journals and magazines on dental science, holding talks on the  subject and also conducting lectures on dental medical equipment and new therapies with the  coopeation of the drug companies.

Today, science and technology including dental science have rapidly been developing in international  field. Developments have been made in e-education systems in teaching and modern therapies and
systems in treatment. Modern dental medicines and equipment are developing. Electronics- based
information and communication technology have also promoted medical development.

At that time, MDA are to organize its members for their continuous education progress and their
qualifications and the dental science in Myanmar. Arrangements are to be made for establishment of  e-library and regular publication of educative journals, informative journals and manuals for dental
surgeons in all parts of the country. He spoke of the need for its member surgeons to make efforts to  catch up with the development of dental science, while promoting relations with experts and making  contact with international dental alliance groups.

He said MDA has extended mutual relations with the Federation Dentaire Internationale, the  Asian-
Pacific Dental Federation (APDF) and Asian-Pacific Regional Organization (APRO) and studied  modern dental medical equipment and development of dental science. The MDA Executive Committee  has also made contacts with the International College of Dentists and International College of Continuing  Dental Education in common interests and continued to strive for further improvement of the nation's  dental science standard.

He said efforts are to be made for nurturing new generation dental surgeons and development of modern  dental science in the country. In implementation of rural development tasks under the guidance of Head  of State Senior General Than Shwe, a short-term plan for rural health development is being implemented  in health sector. In order to undertake the tasks with full cetena, the Secretary-1 urged the MDF to  participate in oral and dental health care service after making field trips to rural areas. In conclusion, he  urged the association to make strenuous efforts to become a national force that would provide effective  oral and dental care service of the people, to strive for development of oral and dental science and  promotion of oral and dental care service of the people and to participate in efforts for raising of health  standard of rural people in accord with the cetena of the Head of State.
