Human  resources are the key to national development.

It is necessary to develop human resources which are constantly learning technologies advancing rapidly  in the world today. In accord with the guidance of the Head of State, measures are being taken to  develop human resources necessary not only for the State but also for respective regions with a view to  turning Myanma society into an education-dominated one. In the education sector, the  opportunity-offering education system has been adopted, and measures are being taken to build a  constant-learning society. In the higher and basic education sectors, 30-year plans are being  implemented. In these sectors, teaching systems which provide equal opportunities both in rural and  urban areas are being practised, and an e-education system, which enables everybody all over the  nation to have access to education, has been launched. In 20000-2001, altogether 203 e-learning centre  were opened across the nation, and in 2001-2002, arrangements have been made to build another 101  e-learning centres. In the basic education sector, there were 33,747 basic education primary, middle  and high schools in 1987-88, and the number has grown up to 39,081 in 2001-2002.

The students pursuing higher education  numbered over 130,000 in 1987-88, and the number grew  up to over 550,000 in 2001-2002. Just as the government is  developing human resources, so it is also installing teaching  aids and laboratory apparatus at universities and colleges.  Post-graduate courses and doctorate courses are being conducted. Student youths of today need to  pursue knowledge and technologies which are changing rapidly in the world and to preserve national  culture, traditions, morals and code of social conduct. At the same time, they need to strive for the  dynamism of Union Spirit and patriotism. Today is an education age when technologies are advancing  rapidly, and information and communication technology has come to play an important role in the world  economic sphere, the social sphere and the security and defence sphere.

Therefore, students of today need to keep track of technologies which are advancing rapidly. At a time  when everything in the world is changing, developing countries like Myanmar are being faced with all  forms of challenges. Therefore, while political, economic and defence strengths are being beefed up,  efforts are to be made to keep Union Spirit and patriotism more and more dynamic. It is incumbent  upon all the citizens to safeguard and maintain the independence and sovereignty of the State. Therefore,  students, while pursuing education in the classrooms, need to strive for the further flourishing of  patriotism and Union Spirit. In conclusion, the Secretary-1 urged all the students and the youth to strive  for the successful implementation of political, economic and social objectives which are designed for the   emergence of a new, peaceful, modern and developed nation, to strive for the development of human   resources who will help build a new nation, to strive for the peaceful pursuit of education and to cultivate   patriotism and Union Spirit which safeguard the independence and sovereignty of the nation.
