In his report, Commander Brig-Gen Myint Swe said that the economic backbone of Mon State is agriculture.

The industrial sector and the fishery and meat sector are also of great importance to Mon State. He also reported on cultivation and production of monsoon paddy, edible oil crops, perennial crops including rubber, rice sufficiency of the region, the purchase of paddy and GDP of Mon State. Manager of Mon State Myanma Agriculture Service U Aung Hsan, Director of Mon State Irrigation Department U Tint Hsan, Head of Mon State Land Records Department U Thet Khaing Oo, Manager of Mon State Myanma Perennial Crops Enterprise U Sit Maung reported on the rainfall of the region, cultivation of monsoon and summer paddy, beans and peas, edible oil crops, pepper and rubber, matters related to dams already built in Mon State, irrigated areas, reclamation of fallow and virgin lands, participation of private entrepreneurs in cultivation of perennial crops. U Kyaw Yin in charge of Thaton District Myanma Sugarcane Enterprise reported on cultivation and yield of sugarcane, Head of Mon State Livestock and Veterinary Department U Aung Myint on on-shore and off-shore fishing, the catching of fish, efforts for extension of fish, prawn and poultry breeding work, and Director of the Regional Industrial Coordination and Inspection U Nyan Tun on production work of factories and plants in Mon State.

Then, Minister for National Planning and Economic Development U Soe Tha reported on the economic growth of the State during the first four months of the first year of the short-term five-year plan being implemented, the efforts of Mon State in implementation of the plans of the State and arrangements made by Mon State to exceed the targets of the plans. Minister for Agriculture and Irrigation Maj-Gen Nyunt Tin reported on cultivation of monsoon and summer paddy, beans and peas, edible oil crops, corn and rubber in Mon State, projects for availability of water for the development of the agriculture sector of Mon State and dam projects to be implemented. Minister for Livestock and Fisheries Brig-Gen Maung Maung Thein reported on importance of extension of poultry farming for the development of the meat sector, prevention of diseases for poultry farming and the assistance being provided for livestock breeding in Mon State. Minister for Commerce Brig-Gen Pyi Sone reported on the purchase, milling and distribution of rice and arrangements to purchase paddy from Mon State. Then, the Secretary-3 said that although Mon State is making progress, continued efforts are to be exerted. Efforts are to be made to reclaim fallow and virgin lands in the region.

The lands which cannot be used for cultivation are to be used for livestock breeding and other business undertakings. Dams and reservoirs have already been built in Mon State, and by making best use of water from the dams and reservoirs, it is necessary to grow summer paddy successfully. If summer paddy cannot be grown, beans and peas are to be cultivated. Arrangements are to be made to grow seasonal crops among perennial crops. Then, the General said that the group comprising ministers led by himself arrived at Mawlamyine, Mon State, in last March, and attended to the requirements. This time the purpose of their visit to the region is to coordinate necessary work. In view of the topographical condition of Mon State, if the leadership of officials in Mon State and the hard work of local people including employees can be combined, Mon State will surely make progress.

As is known to all, the government is fulfilling the needs of Mon State for regional development. The government is striving for the modernization and development of the entire Union by implementing the plans and short-term projects. The government is doing so with the aim of producing food enough for the future population. Projects designed to ensure sufficiency of rice, fish and meat and vegetables in all the regions are being implemented in states and divisions, and these projects have been drawn in consideration of an increase in the population in the coming ten years in states and divisions. As the second short-term five-year plans which began as of 1996-97 have been implemented, the economy of the State has grown more than expected. Efforts are to be exerted to achieve success in implementing the third short-term five-year plan.

Only then, the nation will be able to keep pace with other nations. In building up a nation, efforts are to be made to develop the agriculture sector while encouragement is being given to the industrial sector. It is because these sectors are inter-related. At the same time, plans for development of human resources necessary for a modern nation are being implemented in states and divisions. The betterment of the transport sector plays a fundamental role in developing states and divisions and the entire Union. Therefore, with a view to ensuring long-term interests of the state and economic and social development of the regions, motor roads and bridges are being built. When a construction task is carried out, it does not aim at making economic profits as in the colonial period. If economic profit is taken into account in building Thanlwin River Bridge in Mon State and Yangon-Sittway Highway in Rakhine State, they are not economically profitable. But these facilities have been built in consideration of the long-term interests of national races.

Therefore, the government is striving for the harmonious development of all the sectors such as economy, education, health and transport with the aim of ensuring the emergence of a peaceful, modern and developed nation. In conclusion, the General urged officials and national people in Mon state to work hard with patriotism and Union spirit and to minimise loss and wastage as best they can.
