YANGON, 1 Nov-On the occasion of the National Day of the People's Democratic  Republic of Algeria, which falls on 1 November 2000, Senior General Than  Shwe, Chairman of the State Peace and Development Council of the Union of  Myanmar has sent a message of felicitations to His Excellency Mr Abdelaziz  Bouteflika, President of the People's Democratic Republic of Algeria.

YANGON, 31 Oct-Secretary-1 of the State Peace and Development Council Lt-Gen  Khin Nyunt received Mr M Taufiq Kiemas and party of Indonesia at Dagon  Yeiktha of the Ministry of Defence this afternoon. Present also together with  Secretary-1 Lt-Gen Khin Nyunt were Minister at the State Peace and  Development Council Chairman's Office Brig-Gen Abel, Minister for Foreign  Affairs U Win Aung, Deputy Minister for Commerce Brig-Gen Kyaw Hsan,  Deputy  Minister for Foreign Affairs U Khin Maung Win, Director-General of Protocol  Department Thura U Aung Htet and Ambassador of Indonesia Mr Nasaruddin M Koro.


(3) Secretary-1 meets leader of New Mon State Party 

YANGON, 31 Oct- Chairman of the Work Committee for the Development of Border  Areas and National Races Secretary-1 of the State Peace and Development  Council Lt-Gen Khin Nyunt met leader of New Mon State Party Nai Shwe Kyin and  party at Tatmadaw Guest House on U-yin Road in Kamayut Township at 4.30 p.m.  today.

Also present were Minister for Mines Brig-Gen Ohn Myint, Minister for Health  Maj-Gen Ket Sein, Deputy Chief of the Office of Strategic Studies and Deputy  Director of Defence Services Intelligence Maj-Gen Kyaw Win, Deputy Minister  for Construction U Tint Swe, Deputy Minister for Forestry Col Thaik Tun,  Deputy Minister for Progress of Border Areas and National Races and  Development Affairs Brig-Gen Than Tun, Deputy Minister for Education Brig-Gen  Soe Win Maung, Director-General of the State Peace and Development Council  Office Lt.-Col Pe Nyein, heads of department and officials. They discussed  agricultural work, regional development, health, education and transport  sectors.


(4) A contract signing ceremony on formation of Dagon Myothit  Seikkan Township Development Company Limited held

Yangon, 31 Oct - A contract signing ceremony on formation of Dagon Myothit  Seikkan Township Development Company Limited, the joint venture of the  Department of Human Settlement and Housing Development of the Ministry of  Construction, Yangon City Development Committee and Yuzana Construction  Group, was held at Kanaung Hall of the DHSHD Office in Dagon Myothit Seikkan  Township this morning, attended by Secretary-1 of the State Peace and  Development Council Lt-Gen Khin Nyunt.

Also present were member of Commander Maj-Gen Khin Maung Than, ministers, the  Chief Justice, the Attorney-General, the Yangon Mayor, deputy ministers, the  Director-General of State Peace and Development Council Office, departmental  heads, officials of Yuzana Construction Group and guests.

Speaking about formation of the joint venture, Minister at the State Peace  and Development Council Chairman's Office Brig-Gen Abel said that in keeping  with the guidance of the Head of State, arrangements were made to have the  on-going development projects implemented by the special companies formed in  accord with Myanmar Companies Special Act.

The Privatization Commission, he said, was assigned the task to sponsor the  establishment of the joint venture to be formed with equal capital of the  DHSHD, the YCDC and Yuzana Construction Group.

Formal procedures such as designating shares, drafting the joint venture  contract, memorandum, articles of association, association rules, structure  and principles, and systematic establishment of the company were carried out.  The contract signing ceremony for setting up of Dagon Myothit Seikkan  Township Development Company Limited could be organized after these  systematic steps had been taken, he said.

In his address, Secretary-1 Lt-Gen Khin Nyunt said Dagon Myothit (Seikkan)  Township is located in a region poised for development, and the government  has constant interest in the region's development and has provided support.  Dagon Myothit (Seikkan) Township Construction Project was started in 1997,  and arrangements were made to enable not only governmental departments but  also national entrepreneurs of construction groups. Though building of Dagon  Myothit (Seikkan) Township is a mammoth project, the project had gained  momentum within a short time due to the cooperation of the national  entrepreneurs of private construction groups.

Owing to the South-East Asian financial crisis that occurred in 1997, the  accelerating project fell stagnant. The economic turmoil destabilized some  countries economically as well as politically, and some of them sought the  advice and took the help of international financial institutions; as a  result, their major businesses were given in to the tycoons of the West; in  spite of getting recovery in their economy, they lost in terms of national  interest. Being struck by the financial crisis, the on-going construction  projects and economic undertakings hardly advanced, and especially the Dagon  Myothit (Seikkan) Township Construction Project came to a halt while it was  gaining momentum.

In keeping with Senior General Than Shwe's guidance that the Dagon Myothit  (Seikkan) Township Construction Project has good prospects due to its  location, it should not be stopped, various ways were sought to re-implement  it. Today, plans are under way to put up State buildings, and various  committees and sub-committees have been formed systematically to implement  the project to develop Dagon Myothit (Seikkan) Township and to construct  State buildings simultaneously. Thus, arrangements were made for Yuzana  Construction Group, which has installed the capital and offered to render  majority services in the project, to implement it in partnership with DHSHD  of the Ministry of Construction and the Yangon City Development Committee.

In conclusion, the Secretary-1 called for taking systematic steps in the  implementation of the project, as the joint venture would serve as an  exemplary in the line of cooperation of the government and national  entrepreneurs.

Afterwards, Director-General of DHSHD U Arnt Kyaw, Head of YCDC Budget and  Accounts Department U Than Sein and Chairman of Yuzana Construction Group U  Htay Myint signed the Dagon Myothit (Seikkan) Township Development Co Ltd  joint venture contract. Minister Brig-Gen Abel signed the documents and  presented them to the three signing parties.

Minister meets foreign guests 

YANGON, 31 Oct- Minister for Finance and Revenue U Khin Maung Thein met  Senior Vice President of LG Industrial Systems Co Mr Kyoung Hai Lee and party  at his office at 9 am today. The minister also met Executive Vice President  of United Overseas Bank Mr Wong Chong Fatt and party of Singapore at 10 am.

He also met Chairman and President of the Export-Import Bank of Korea Mr  Mahn-Ki Yang and party together with Ambassador of the Republic of Korea Mr  Chung Jung-gum at 11 am. They discussed bilateral cooperation. Also present  at the calls were Governor of the Central Bank of Myanmar U Kyaw Kyaw Maung,  Director-General of Budget Department U Kyi Shein and Managing Director of  Myanma Foreign Trade Bank U Than Yi.

Large projects to be laid down and implemented for progress of Dagon Myothit  (Seikkan) Township

YANGON, 31 Oct - A meeting was held to coordinate development of Dagon  Myothit (Seikkan) Township, Yangon Division, this morning at Kanaung Hall of  Department of Human Settlement and Housing Development in the township.  Chairman of Housing Projects Committee Secretary-1 of the State Peace and  Development Council Lt-Gen Khin Nyunt delivered an address at the meeting.

The Secretary-1 said as the respective committees and sub-committees  comprising departmental personnel and experts as members for development and  upgrading of the township have already been formed, coordinations should be  made for success of the task. A contract has been signed today to  systematically form a company in enabling the government bodies and the  national entrepreneurs to jointly take part in implementing some of the  portions of the task.

The company will become a forerunner for emergence of more joint-ventures  between the government departments and entrepreneurs. Commander Maj-Gen Khin  Maung Than, ministers, deputy ministers, heads of departments and officials  gave suggestions.

The Secretary-1 looked into the requirements, saying the situation was back  to normal at present after construction enterprises in Myanmar saw a  temporary slowdown due to financial crisis in Southeast Asia; and the  economic enterprises of the national people are starting to gain momentum. As  the State is providing assistance for the progress of development  undertakings, the national entrepreneurs are required to make strenuous  efforts. The national entrepreneurs who are engaging in farming and  construction businesses should try to gradually develop their enterprises  after making assessments in accord with the present conditions. Large  projects should be laid down and implemented for progress of Dagon Myothit  (Seikkan) Township; the respective departments should make arrangements in  enabling the national entrepreneurs to take part in the project.

The Secretary-1 and party then inspected Yangon-Thanlyin Bridge Project No 2.  Minister for Construction Maj-Gen Saw Tun and officials briefed them on  salient points of the project. Spanning Bago River, the bridge will link  Dagon Myothit (Seikkan) and Thanlyin townships. The reinforced concrete bridge will be supported by concrete steel pillars. The facility, 4,540 feet
long, will have a 72 feet wide motorway, six-foot pedestrian lanes on either of the road and will have a capacity to withstand up to 60-ton loads, it will  become a six-lane bridge.

Secretary-1 inspects all-round construction on Mindhamma Hill

YANGON, 31 Oct- Secretary-1 of the State Peace and Development Council Lt-Gen  Khin Nyunt, accompanied by officials of the State Peace and Development  Council Office, arrived on Mindhamma Hill at 5.30 p.m. today.

The Secretary-1 was welcomed there by Minister for Religious Affairs U Aung  Khin, Minister for Social Welfare, Relief and Resettlement Maj-Gen Sein Htwa,  deputy ministers, the vice-mayor, members of the Mindhamma Hill All-round  Construction Central Committee and committees, scholars and officials.

First, the Secretary-1 paid reverence to Lawka Chantha Abhaya Labha Muni  Image. Then, the Secretary-1 inspected progress in carving the Image and gave  necessary instructions. Afterwards, the Secretary-1 inspected construction of  Gandakuti Kyaungdawgyi in which the Image will be kept and progress in  all-round construction work on Mindhamma Hill. The Secretary-1 gave  instructions on timely completion of carving the Image, construction of  Gandakuti Kyaungdawgyi and all-round construction on the hill and left the  hill in the evening.

Secretary-l attends Mahothada Drama Competition

YANGON, 31 Oct- Patron of Organizing Committee for the Eighth Myanma  Traditional Cultural Performing Arts Competitions Secretary-l of the State  Peace and Development Council Lt-Gen Khin Nyunt attended the Mahothada Drama  Competition of the Eighth Myanma Traditional Cultural Performing Arts  Competitions at the National Theatre on Myoma Kyaung Street at 7 p.m. today.  Ayeyawady Division Mahothada drama troupe took part in the competition.

Also present on the occasion were Chairman of Leading Committee for the  Eighth Myanma Traditional Cultural Performing Arts Competitions Chairman of  Yangon Division Peace and Development Council Commander of Yangon Command  Maj-Gen Khin Maung Than, members of the Panel of Patrons, ministers, members  of the leading committee, the work committee and subcommittees and people.  Bago Division Mahothada drama troupe will take part in the competition  tomorrow evening.

Well-wishers donate cash towards public welfare work of Thanmyanthu  Economic Enterprise

YANGON, 31 Oct- Well-wishers donated cash towards public welfare works being  carried out by Than-myanthu Economic Enterprise at the meeting hall of  Defence Services Museum and Historical Research Institute on Shwedagon Pagoda  Road this afternoon.

Secretary-2 of the State Peace and Development Council Chief of Bureau of  Special Operations Chief of Staff (Army) Lt-Gen Tin Oo accepted the donations  at the ceremony. Also present on the occasion were Chief of Staff (Navy)  Captain Soe Thein, Chief of Staff (Air) Maj-Gen Myint Swe, Deputy Minister  for Labour Brig-Gen Win Sein, Vice-Adjutant-General Brig-Gen Maung Nyo,  senior military officers, officials of the State Peace and Development  Council Office and departments concerned, officials of Thanmyanthu Economic  Enterprise, well-wishers and guests.

The Secretary-2 thanked well-wishers for their donations towards the public  welfare works. Then, Director of Resettlements Brig-Gen Aung Thein of the  Ministry of Defence reported on welfare works being carried out by  Thanmyanthu Economic Enterprise. Afterwards, well-wishers presented donations  to the Secretary-2 and senior military officers.

Today's donations included K 1.2 million . Later  the Secretary-2 cordially met  well-wishers.


(6) Seminar on 'ASEAN and Globalization Integrating New ASEAN Members into  Asia Pacific' held

YANGON, 31 Oct-The Seminar on 'ASEAN and Globalization Integrating New ASEAN  Members into Asia Pacific' jointly sponsored by Myanmar Institute of  Strategic and International Studies, ASEAN Institute of Strategic and  International Studies, Japan Centre for International Exchange (JCIE) and the  Office of Strategic Studies was held at Tatmadaw Guest House at 9 am today.

The seminar was attended by Minister for Foreign Affairs U Win Aung, Chairman  of Civil Service Selection and Training Board Dr Than Nyunt, Deputy Minister  for Foreign Affairs U Khin Maung Win, Deputy Chief of Office of Strategic  Studies and Deputy Director of Defence Services Intelligence Maj-Gen Kyaw  Win, officials, presenters from ASEAN Institute of Strategic and  International Studies and guests. Deputy Minister for Foreign Affairs U Khin  Maung Win made a speech on the occasion. In the morning session, Professor Dr  Khin Maung Nyunt acted as Chairman.

Professor Kwa Chong Guan of Singapore-ISIS, Dr Withaya Sucharitanangse of  Thammasat University of Thailand and Adviser of National AFTA Unit Dr Daw  Khin Ohn Thant presented papers on 'Intra-ASEAN Cooperation'. in the  afternoon session, Director of Ministry of Foreign Affairs of Brunei  Darussalam Mr Shofy Abdul Ghafor acted as Chairman. Dr Djisman Simandjuntak  of Centre for Strategic and International Studies of Indonesia , Mr Ha Hong  Hai of Institute for International Relations of Vietnam and Acting  Director-General U Tint Deir of Ministry of Foreign Affairs presented papers  on 'ASEAN and Globalization'.

In the evening session, Mr Chaleune Warinthrasak of Institute of Foreign  Affairs of Laos acted as chairman. Dr Mely Caballero Anthony of  Malaysia-ISIS, Lt-Col Noel Felicia of Philippines Armed forces, Col Kyaw  Thein of Office of Strategic Studies and Mr Koji Watanabe of Japan-JCIE  presented papers on 'Strategic Developments in the Asia Pacific Region'.  Deputy Minister for Foreign Affairs U Khin Maung Win hosted dinner in honour  of the delegates at Karaweik Palace Hotel in the evening. The seminar  continues tomorrow.


(7)Senior Officials Meeting for AMMY III successfully

YANGON, 31 Oct- The second and final day of the Senior Officials Meeting for  the Third ASEAN Ministerial Meeting on Youth hosted by Myanmar for the first  time was held at the Sedona Hotel on Kaba Aye Pagoda Road this afternoon.   First, the draft drawing and compilation committee of the Senior Officials  Meeting was held this morning. Executive Director and Chief Operating Officer  of National Youth Commission Mr Dermis Lacsoncunanan of the Philippines  presided over the meeting. Drawing of Yangon Declaration of the AMMY III, the  draft drawing for the joint communiqué of AMMY III and the compilation for  the report of the Senior Officials Meeting were discussed.

Then, the Senior Officials Meetings for the AMMY III continued in the  afternoon. Director-General U Sit Myaing of Social Welfare Department and  Executive Director and Chief Operating Officer of National Youth Commission  Mr Dennis Lacson-cunanan of the Philippines acted as the meeting chairman and  cochairman respectively.

The meeting approved the draft for Yangon Declaration of the AMMY m the draft  for the joint communiqué of AMMY m and the report of the Senior Officials  Meeting drawn by the draft drawing and compilation committee.

Afterwards, the meeting chairman gave the conclusion remarks. He said it is a  great honour for Myanmar to act as host country for this gathering. During  the meeting, efforts were made for all-round development of the youths who  will be the responsible persons in future. All the ASEAN countries have the  duty to establish appropriate policy, programmes and plan For action for  youth which will ensure them to meet the challenges of globalization impact  on youth. All delegates have actively participated to get great achievements  during this meeting. Moreover, the necessary comments and suggestions based  on the youth policies and plans are being brought forward. If the policies  and plans are approved by the Ministerial Meeting on Youth, we will have to  implement those through coordination and cooperation among ASEAN countries  with the spirit of ASEAN fraternity. He firmly believed that a socially  cohesive and caring ASEAN will emerge by active participation of all  delegates and delegates to meet at the next SOM meeting again. Then, the  meeting successfully concluded in the evening.


(8) Eighth Myanma Traditional Cultural Performing Arts Competitions  continue

YANGON, 30 Oct- The Eighth Myanma Traditional Cultural Performing Arts  Competitions continued for the sixth day at the respective venues today. The  singing competition continued at the National Museum on Pyay Road in Dagon  Township, the dance competition at the National Theatre on Myoma Kyaung  Street, the song composing competition at the Kanbawza Theatre of the Fine  Arts Department and the music competition at the Kanbawza Theatre and Padonma  Theatre in Sangyoung Township.

At the National Museum, 12 persons of the States and Divisions took part in  the basic education level (15-20 age group) boys' Maha Gita contest and 14  schoolboys' in the basic education level (5-10 age group) boys' old/modern  song contest. Chairman of Board of Judges Daw Tin Tin Mya and party  supervised the singing competition. On 1 November, the basic education level  (15-20 age group) girls' Maha Gita contest, the professional level (women's)  and the basic education level (5-10 age group) old/modern song contest will  be held at the same venue tomorrow.

At the National Theatre, 13 persons took part in the amateur level (women's)  dance competition and 11 persons in the higher education level (men's) dance  competition. Chairman of Board of Judges U Sein Aung Min and party supervised  the dance competition. On 1 November, the professional level (men's) and the  basic education level (10-15 age group) girls' dance competitions will be  held at the National Theatre.

At Kanbawza Theatre, competitors of States and Divisions took part in the  practising of song composing in the higher education level and basic  education level (10-15 age group) events. Chairman of the Board of Judges  Bogale Tint Aung and party supervised their practise. On 1 November,  contestants of the amateur level will practise the song composing at the  Kanbawza Theatre. Contestants of the basic education level (10-15 age group)  (girls') took part in the xylophone competition at the Kanbawza Theatre.
Altogether 12 contestants participated in the basic education level (10-15  age group) girl's xylophone competition. Eight competitors participated in  the basic education level (15-20 age group) boys' xylophone competition and  12 girls in the basic education level (5-10 age group) girls' xylophone  competition. Leader of the Board of Judges U Yi Nwe and party supervised the  competitions. On 1 November, professional level (men's), amateur level  (women's) and basic education level (10-15-age group) xylophone competitions  will be held at the Kanbawza Theatre. At the Padonma Theatre , four  contestants of States and Divisions took part in the professional level  (women's) harp contest, five girls in basic education level (15-20 age group)  girls' harp contest and four boys in the higher education level (men's).  Chairman of the Board of Judges Gitalulin U Ko Ko and party supervised the  competition.

On 1 November, the higher education level (men's) and basic education level  (15-20 age group) boys' Ozi contests will be held.


(9) 33 armed group members exchanged arms for peace in September

YANGON, 31 Oct- The State Peace and Development Council, upholding Our Three  Main National Causes, is striving for national reconsolidation with might and  main, for emergence of a peaceful, modern and developed nation. Remaining  armed groups understanding the genuine goodwill and correct endeavours of the  government realized that their destructive acts did not benefit the nation  and it retarded development of their region. Hence, remnant armed groups have  been exchanging arms for peace individually or in groups.

Pvt Aw Yei of KNPP armed group with one AK-47, one magazine and 17 rounds of  ammunition in Eastern Command area, Pvt Pyone Cho (a) Hteik Pyone of No 2 DO  Battalion of KNU armed group in South-East Command area, Pvt Aung Lin of  ABSDF armed group in Northern Command area, Pvt Saw Myo Hsae (a) Dah Tu Tu of  No 2 Brigade of KNU armed group in Southern Command area, Cpl Khin Lan Pa Ohn  of CNA armed group in North-West Command area, WO Nu Kalei, Sgt Gar Gar (a)  Hngakhankwe, Cpl Win Myint, platoon commander Kee Kok, section leader Saw He  Yin and wife Naw Su Phaw, their family members U Hta Leik, Naw Hse Mu Moe,  Saw Ai Htoo Gae, Saw Kwee, Naw Hto Shu, Sgt Taw Taw's wife Naw Mu Naw and  daughter Naw Aye Mi Mi, Pvts Tun Khaing, Saw Hsa Hsay, Li Chan, Soe Myint (a)  Pa Lo and wife Ma Myint Aye, cadres U Phyu and Aye Pho Pale of No 11  Battalion of KNU armed group with one .30 carbine, one BA-63, three AK-47s,  one M-16, one Winchester shotgun, two pistols, one grenade, six magazines and  75 rounds of ammunition, Saw Htaw Kho and wife Naw He Sweet, daughters and  sons Naw Hti De Mu and Naw Ka Baleik, Pha Wai Nan, Kyaw Dah Htoo and Hsu Wah  Moe and Buthaw Palaw region secretary Pado Kalo Htoo of No 7 Battalion of KNU  armed group with one AK-47, one M-22, 30 rounds of ammunition and 11  magazines in Coastal Region Command area exchanged arms for peace at the  respective military camps from 1 to 30 September.

Officials of the camps welcomed 33 persons who exchanged arms for peace and  attended to their needs. More persons of armed group are going to exchange  arms for peace.


(10) Drug trafficker gets fifty years

YANGON, 31 Oct-A combined team comprising members of local intelligence unit  and local Police Force, acting on information, searched the house of Than Win  (a) Pho Kyaw, 46, of Ward 7, Oaktha Moythit, Bago at 4.15 am on 19 September  1999 and found 72 grams of heroin. Action was taken against him in accord  with the Narcotic Drugs and Psychotropic Substances Law by No 4 Bago Police  Station. The Bago District Court handed down a sentence of twenty years'  imprisonment under Section 19 (A) and thirty years' imprisonment under  Section 20 (A) on him to serve separately on 20 October 2000.


(11) First round of Tatmadaw (Army Navy and Air) Soccer Tournament continues

YANGON, 31 Oct-First round matches of the 39th Defence Services Commander-  in-Chief's Trophy Tatmadaw (Army, Navy and Air) Soccer Tournament continued  at five zones today. In Group (A) of South- East Command Zone (Mawlamyine),  Coastal Region Command beat No 101 LID 4-0. In Group (B) of South-West  Command Zone (Pathein), Southern Command beat Tatmadaw (Navy) 54. In Group  (C) of North-West Command Zone (Monywa), Western Command beat No 33 LID 6-5.  In Group (D) of Central Command Zone (Manda- lay), No 77 LID trounced No 22  LID 6-1 and in Group (E) of Southern Command Zone (Toungoo) South-West  Command beat North-West Command.

20 Shwedaung Township NLD members resign of own accord

YANGON, 31 Oct-Twenty members resigned from the National League for Democracy  of Shwedaung Township, Bago Division. Twenty members of Shwedaung Township  NLD, Bago Division, of their own accord, resigned by sending letters of  resignation to Shwedaung Township Multiparty Democracy General Election  Sub-commission and the party concerned on 16 October 2000 as they no longer  wished to participate in party politics of NLD.
