A ceremony to open the Special Refresher Course No 8 for Basic Education  Teachers was held at Yadana Hall of the institute in PyinOo-Lwin at 2.10 p.m.,  with an opening address by Chairman of Myanmar Education Committee  Secretary-1 of the State Peace and Development Council Lt-Gen Khin Nyunt.

Also present on the occasion were member of the Commander Maj-Gen Soe Win,  ministers, the chairman of Civil Service Selection and Training Board, senior  military officers, officials of the State Peace and Development Council  Office, departmental heads, division, district and township authorities,  departmental personnel, Rector of the institute (Upper Myanmar) Col Aung Hsan  Win, pro-rectors, officials and trainee teachers.

First, the Chairman of Myanmar Education Committee the Secretary-1 delivered  an address. The Secretary-1 said the entire national people are now making  joint efforts with the national resolution to enable the Union of Myanmar to  catch up with the world nations and to perpetually and firmly stand as a  peaceful, stable, modern and developed nation in the future which is the goal  of the entire nation.

As the nation is free from all evil legacy left by the colonialists, mutual  understanding, sympathy, amity, magnanimity and cooperation among the  national people are flourishing; it can be seen that it is the good time for  the nation to make progress in keeping with the velocity of the global  development. It must be also remembered forever that the entire Myanmar  people have unitedly overcome various difficulties and disturbances in the  course of ten years with undaunting zeal and perseverance in the hope of good  times.

It can be witnessed that due to the self-reliant efforts of the entire  people, over 100 dams capable of irrigating acres of fields in millions, new  Union highways criss-crossing the entire nation and major bridges spanning  large rivers have emerged in the nation, which was once poor in all economic  infrastructures.

In the economic sector, owing to the encouragement of the government,  enterprises owned by the national people which can shape the nation's  economy, have emerged and are actively taking part in all the nation-building  sectors. In the international front, Myanmar is actively working together  with the global community, especially with the ASEAN member nations and  neighbours for peace, stability and development of the world, to enable all  nations to equally enjoy the results of the developments of the science and  technological sectors, to bridge a gap among all nations, rich or poor and  small or big, and to take part in the task for global security and progress  on equal terms. Moreover, to keep patriotic forces alive in perpetuity and to  fulfil requirements for forces of new generations, measures designed for  development of efficient human resources, are being taken. Out of these,  measures designed to turn out patriotic intellectuals and intelligentsia who  are able to build the nation anew and who have a clear national outlook, are  given priority and are being taken in the education sector.

Radical reforms have been carried out in the education sector today, and it  can be seen that efforts are being exerted for the emergence of an education  system which contributes effectively to the interests of the State and the  people and which also brings about national interests in the international  changing situations. The most outstanding success of the education sector of  today is the active participation not only of governmental departments but  also of social organizations, national economic forces, parents and  well-wishers in promoting the education standard of student youths and  implementing national education promotion programmes. If the objective  condition of today is assessed, it will be found that the nation is free from  evil legacy left by colonialists in the past, national unity and solidarity  is flourishing and various national forces are cooperating unitedly in  striving for development of the nation, and it can also be seen that the  nation is on the correct national path of unity and development.

Although the Union of Myanmar has managed to free herself from the shadow of  evil legacy left by colonialists in the past and has been walking on the  correct national path, continued efforts need to be made to enable the nation  to take firmer, greater and quicker strides. Although basic infrastructures  required for national development such as roads, bridges, dams, embankments,  electric power and communications have been built successfully in ten years'  time, many remains to be done. Similarly, continuous efforts are to be made  to further strengthen national unity and solidarity, to further promote  mutual understanding and friendship among national brethren and to perpetuate  the Union. All the citizens need to understand and accept the fact that today  is the time for national struggle, which is of great importance and profound  and delicate, to ensure development of the State and perpetuation of  independence and sovereignty. In so short a time, all the national people,  joining hands with one another, have striven for stability and development of  the nation with great perseverance and diligence and with a total disregard  for personal interests.

Therefore, they need to make continued efforts to keep these good results in  perpetuity. After the ceremony, the Secretary-1 cordially conversed with the  trainee teachers. Altogether 1,002 trainee teachers of states and divisions  are attending the five-week course.
