(1) General Maung Aye welcomes back Myanmar delegation led by Secretary-3 Lt-Gen Win Myint

YANGON, 3 Nov-Vice-Chairman of the State Peace and Development Council Deputy Commander-in-Chief of Defence Services Commander-in-Chief (Army) General Maung Aye welcomed back Myanmar delegation headed by Secretary-3 of the State Peace and Development Council Lt-Gen Win Myint who arrived back here after paying a goodwill visit to the People's Republic of China at the invitation of the Chinese Association for International Understanding at 7.45 p.m. today.

Together with General Maung Aye at the Yangon International Airport were  Secretary-1 of State Peace and Development Council Lt-Gen Khin Nyunt, Secretary-2 Lt-Gen Tin Oo, Deputy Prime Minister and Minister for Military Affairs Lt-Gen Tin Hla, Chairman of Yangon Division Peace and Development Council Commander Maj-Gen Khin Maung Than, Minister for Co-operatives U Aung San, Minister for Hotels and Tourism Maj-Gen Saw Lwin, Minister for Transport Maj-Gen Hla Myint Swe, Minister for Education U Than Aung, and departmental heads, Ambassador of PRC Mr Liang Dong, and officials. The delegation members Minister for Progress of Border Areas and National Races and Development Affairs Col Thein Nyunt, Minister for Science and Technology U Thaung, Deputy Minister for Agriculture and Irrigation Brig-Gen Khin Maung and Deputy Minister for Industry-2 Brig-Gen Aung Thein Linn also arrived back on the same flight.


(2) Secretary-1 receives Director-General of Asia Bureau of Japan

YANGON, 3 Nov-Secretary-1 of the State Peace and Development Council Lt-Gen Khin Nyunt received visiting Director-General Mr Kumibiko Makita of Asia Bureau, Ministry of Foreign Affairs, Japan, at the guest house of the Ministry of Defence at 4.30 p.m. today. Present on the occasion together with Secretary-1 Lt-Gen Khin Nyunt were Minister for Foreign Affairs U Win Aung, Deputy Minister U Khin Maung Win, and Director-General of Protocol Department Thura U Aung Htet. The guest was accompanied by Ambassador of Japan Mr Shigeru Tsumori.


(3) Secretary-2 receives Japanese guests

YANGON, 3 Nov-Secretary-2 of the State Peace and Development Council Lt-Gen Tin Oo received Chairman of Japan-Myanmar CCI Business Cooperation Committee Mr Tomoo Takahara and party at the guest house of Ministry of Defence this morning.

Also present at the call were Minister for National Planning and Economic Development U Soe Tha, Deputy Minister for Commerce Brig-Gen Kyaw Hsan, Deputy Minister for Progress of Border Areas and National Races and Development Affairs U Kyaw Tin, President of Union of Myanmar Federation of Chambers of Commerce and Industry U Win Myint and officials.


(4) The opening ceremony of the Special Refresher Course No 42 for basic education teachers was held in Nawarat Hall

YANGON, 3 Nov - The opening ceremony of the Special Refresher Course No 42 for basic education teachers was held in Nawarat Hall of Central Institute of Civil Service in Hlegu Township, Yangon Division, this morning, addressed by Chairman of Myanmar Education Committee Secretary-1 of the State Peace and Development Council Lt-Gen Khin Nyunt. Also present were ministers, chairman of Civil Service Selection and Training Board, deputy ministers, senior military officers, the director-general of the State Peace and Development Council Office, heads of departments, Acting Rector of CICS U Myint Swe, officials and trainee teachers.

The Secretary-1 said the entire national people are now making joint efforts with the national resolution in enabling the Union of Myanmar to catch up with the international nations and to perpetually and firmly stand as a peaceful, stable, modern and developed nation in the future which is the goal of the entire nation. Laying down and exercising of the national policy benefiting the nation and the national people most in accord with the international situation and future prospects which is based on the historical trend and the present objective political, economic and social conditions is the main national task in ensuring a firm and proud future for a nation.

Efforts to develop the nation failed to realize the results as the central control of the socialist economic system was too strict, encouragement given to the private sector was less, the State had to fulfil every sector without relying on the people and the nation was tending toward the close door policy as it had to strictly adhering to the non-aligned policy in steering its course between the two big opposing forces of the Cold Way period The government since its assumption of the State power has taken the lessons of the past in marching on the true national path " to gain progress through the force of unity " in order to brighten and glorify the nation's future.

In reality over 40 years of political and racial disagreements among the national brethren resulting from the instigation's of others never benefited anyone, instead they wasted the valuable times for national development. The nation had also experienced a period during which the people became victims suffering from hardships due to the wicked programmes to squeeze the nation from all sectors and the aboveground and underground destructive acts which were the results of the foreign instigation's. Thus, the government has laid down and implemented the national policy of the national re-consolidation as the first priority in firmly building the national unity, which is in accord with the past lessons and is the most important national requirement.

At present, the dark and bitter past was left behind and the capability to build the nation has achieved and the time to build the nation on the force of national unity has arrived. As the nation is free from all the consequences of the evil heritage left behind by the colonialists and the mutual understanding, sympathy, amity, magnanimity and cooperation among the national people is flourishing, it can be seen that the better times for the nation to advance together with the velocity of the global developments has arrived. It must be also remembered forever that the entire Myanmar people have unitedly overcome various difficulties and disturbances throughout the ten years with the undoubting zeal and perseverance for the emergence of the good times. It can be witnessed that due to the self-reliant efforts of the entire people, over 100 dams capable of irrigating acres in millions, the new Union highways crisscrossing and linking the entire nation and major bridges spanning large rivers have emerged in the nation which once was weak in all economic infrastructures.

At present, transport, agricultural, economic and trade sectors are developing, the health, education and social standard of the local people are rising and the modern major towns are emerging in the border areas due to the implementation of border area development projects with united forces; the border areas lacked behind progress as the colonialists had intentionally practised the divide-rule policy. In the economic sector, owning to the encouragement given by the government, enterprises owned by the national people which can shape the nation's economy have emerged and are actively taking part in all the nation-building sectors. In the international arena, Myanmar is actively working together with the global community especially with the ASEAN member nations and neighbours for peace, stability and development of the world, to enable all nations to equally enjoy the results of the developments of the science and technological sectors and to enable all rich and poor and small and big nations to take part in global stability and progress on equal terms.

Today's national task is to prevent recurrence of the bitter experiences of the past and for the emergence of the brighter future and a developed and flourishing nation. Concerning the matter to build the national forces which will practically implement the national tasks of the future, Head of State Senior General Than Shwe has given the following guidance at the Annual General Meeting 2000 of the Union Solidarity and Development Association: The two national forces which play a vital role in building a peaceful, stable, modern and developed nation, which is the goal of the entire national people, are required. The patriotic force endowed with Union Spirit which will safeguard the independence and sovereignty and protect the Union against disintegration is also required. " At the same time, the human resources which will add value to the rich natural resources of the nation is needed."

In conclusion, the Secretary-1 called on all to continue their studies with the aims of striving, together with all the citizens, to keep the Union of Myanmar on the correct national path of unity and development, of implementing education promotion programmes designed for development of human resources who are of great importance to build the nation into a new, peaceful, modern and developed one and to enable the nation to stand tall in the international community, and of carrying out organizational work to ensure the flourishing of patriotic and Union spirit and to keep national outlook alive and dynamic while opposing the danger of internal and external destructive elements who are attempting to break up national unity, disrupt stability, peace and tranquillity and development of the nation and to create riots.

After the ceremony, the Secretary-1 had a cordial meeting with the trainee teachers, and left the Institute. Altogether 1,500 trainee teachers of states and divisions are attending the course which will last for five weeks.


(5) Eighth Myanma Traditional Cultural Performing Arts Competitions continue

YANGON, 3 Nov- The Eighth Myanma Traditional Cultural Performing Arts Competitions continued for the ninth day at designated four venues today. The singing competition continued at the National Museum on Pyay Road and the music competition at the National Theatre on Myoma Kyaung Street, Kanbawza Theatre on Kaba Aye Pagoda Road and Padomma Theatre on Bagaya Road.

Present on the occasions were Secretary-2 of the State Peace and Development Council Lt-Gen Tin Oo, member of the Panel of Patrons Chairman of the Leading Committee for Organizing Competition members, officials of the Sub-committees and people. At the National Museum, altogether 10 women took part in the professional level (women's) Maha Gita contest and 16 in the amateur level (men's) old/modern song contest. Chairman of Board of Judges Daw Tin Tin Mya and party supervised the competition. On 4 November, the amateur level (women's) Maha Gita contest and the basic education level (10-15 age group) boys' religious song contest will be held at the same venue. At the National Theatre, two women Yangon and Mandalay Divisions took part in the professional level (women's) piano contest and seven in the higher education level (men's) piano contest.

Leader of the Board of Judges Sandaya Chit Swe and party supervised the contests. On 4 November, the basic education level (15-20 age group) (boys') piano contest and the basic education level (10-15 age group) (girls') piano contest will be held. At Kanbawza Theatre, nine persons of States and Divisions took part in the professional (men's) violin level song composing contest and five in the basic education level (5-10) (boys' and girls') violin contest. Then, two men of Sagaing and Mandalay Divisions took part in the higher education level (men's) violin contest. Leader of the Board of Judges Tayaw Ko Tin Yi and party supervised the contests. Contestants of the basic education level (5-10 age group) and the basic education level (15-20) will compete with their created songs at Kanbawza Theatre. At Padomma Theatre, six persons of States and Divisions took part in the professional level (men's) harp contest, six in the amateur level (women's) harp contest and eight in the basic education level (10-15 age group) harp contest. Chairman of the Board of Judges Gitalulin U Ko Ko and party supervised the contests. On 4 November, the basic education level (10-15 age group) (boys') solo orchestra contest and the basic education level (boys') solo orchestra contest will be held at the same venue.


(6) Third coordination meeting of Japan and Myanmar CCI Business Cooperation Committees held

YANGON, 3 Nov- A ceremony to open the third coordination meeting of the Japan and Myanmar CCI Business Cooperation Committees was held at the Traders Hotel on Sule Pagoda Road this morning. Present on the occasion were Minister at the State Peace and Development Council Chairman's Office Brig-Gen Abel, Minister for Hotels and Tourism and Acting Minister for Commerce Maj-Gen Saw Lwin, departmental heads, chairmen and members of Myanmar and Japan Federations of Chambers of Commerce and Industry, the Ambassador of Japan and guests.

Chairman of the Myanmar-Japan CCI Business Cooperation Committee President of the Union of Myanmar Federation of Chambers of Commerce and Industry U Win Myint and Chairman of the Japan-Myanmar CCI Business Cooperation Committee Mr Tomoo Takahara extended greetings. Then, Minister Brig-Gen Abel read out the message sent by Chairman of the State Peace and Development Council and Prime Minister of the Union of Myanmar Senior General Than Shwe.

Afterwards, Ambassador of Japan Mr Shigeru Tsumori read out the message sent by Japanese Prime Minister Mr Yoshiro Mori. Next, Minister Maj-Gen Saw Lwin delivered an address.

He said that Union of Myanmar is a country which enriches with natural resources; if efforts are to be made for development of Myanma natural resources in cooperation with investments and technology of Japan, profits will be shared out equally among the partners; trading, investment, small- and medium-size businesses and development of human resources will be cordially discussed; and implementation are to be practically made the minutes of previous meetings together with plans to be laid down in this meeting.

Then, Ambassador of Japan Mr Shigeru Tsumori gave a speech.

Similarly, Minister Brig-Gen Abel gave a speech. Afterwards, the first phase of the meeting was held. Vice-President of UMFCCI U Htein Win and Mr Tomoo Takahara acted as meeting chairman and co-chairman respectively and General Secretary of UMFCCI U Zaw Min Win and Deputy General Manager Mr Kiyoshi Yamada of Japan & Tokyo Chambers of Commerce and Industry as General Secretary and Joint General Secretary respectively. First, Japan External Trade Organization (JETRO) Executive Vice-President Mr Masao Kawai, Chairman Mr Shigeki Ura of Japanese Chamber of Commerce in Yangon and Central Executive Committee member of UMFCCI U Wai Phyo presented a paper on issue of trade and investment. In the afternoon, Executive Officer of UMFCCI U Myint Aung, Dean of Faculty of International Studies Meiji Gakuin University Professor Masahiko Ebashi and Deputy Director-General Mr Ryu Fukui of Development Bank of Japan presented a paper on nurturing SMEs.

President of JETRO Bangkok Mr Yoshihiro Otsuji and Executive of UMFCCI Dr Maung Maung Lay presented a paper on human resource development. Then, Adviser to the Chairman of JMBCC Mr Minoru Kiryu and UMFCCI General Secretary U Zaw Min Win discussed the agreements of the second meeting. In the evening, UMFCCI Vice-President U Htein Win spoke of the meeting chairman's assessment briefed on things discussed at the meeting. Afterwards, U Win Myint and Mr Tomoo Takahara gave concluding remarks and the meeting came to a close.


(7) Myanma Timber Enterprise and Vantage Company Ltd sign agreement on wood-based work

YANGON, 3 Nov - Myanma Timber Enterprise of the Ministry of Forestry and Vantage Company Limited signed an agreement on wood-based work at Myanma Timber Enterprise this afternoon. Vantage Company Ltd owned by the Myanmar citizens, will build a wood-based factory with cent-per-cent investment in the industrial zone in Myeik, and it will sell value-added wood-based products at home and abroad. Present were Minister for Forestry U Aung Phone, departmental heads and officials and officials of the company. Managing Director of MTE U Win Tun and Chairman of the Company U Sai Than Aung signed the agreement and exchanged documents. Minister U Aung Phone handed over the permit of Myanmar Investment Commission and related documents to U Sai Than Aung.


(8) Ministers and delegates to Third Ministerial Meeting on Youth leave

YANGON, 3 Nov-Delegates who attended the Third ASEAN Ministerial Meeting on Youth left here by air for home this morning, this afternoon and this evening. The delegations were seen off at Yangon International Airport by Minister for Social Welfare, Relief and Resettlement Maj-Gen Sein Htwa, Deputy Minister for Finance and Revenue Brig-Gen Than Tun, Deputy Minister for Information Brig-Gen Aung Thein, ambassadors to Myanmar and staff of the embassies concerned and officials. The delegates were Minister of Culture, Youth and Sports of Brunei Pehin Dato Hj Awang Hussain bin Pehin Dato Haji Mohd Yusof, Secretary-General of Lao People's Revolutionary Youth Union Mr Bounpone Buttanavong, Minister of Youth and Sports of Malaysia Dato' Hishammuddin Bin Tun Hussein, Chairman of National Youth Council of Singapore Mr David TE Lim, Permanent Secretary at the Prime Minister's Office of Thailand Mrs Panit Nitithanprapas and Chairman of Vietnamese National Youth Affairs Committee Mr Vu Trong Kim and delegation members.


(9) USDA delegation leaves for LPDR

YANGON, 3 Nov-At the invitation of Revolutionary Youth Union of Lao People's Democratic Republic, a six-member delegation led by CEC member of Union Solidarity and Development Association Minister for Industry-1 U Aung Thaung left here for LPDR by air this morning. The delegation was seen off at Yangon International Airport by Minister for Industry-2 Maj-Gen Saw Lwin, CEC member of USDA Minister at the Prime Minister's Office U Than Shwe, Ambassador of Laos Mr Ly Bounkham and Embassy staff, Deputy Minister for Industry-1 Brig-Gen Thein Tun, directors-general and managing directors of departments and industries and family members. The delegation comprises CEC members Deputy Minister for Home Affairs Brig-Gen Thura Myint Maung and Deputy Minister for Commerce Brig-Gen Kyaw Hsan, Secretary of Shan State (East) USDA Dr Sai Hsaykaw and Secretary of Kachin State USDA U Rawun Jom.


(10) 15 NLD members of Hlegu resign of own accord

YANGON, 3 Nov-Fifteen members resigned from the National League for Democracy of Awaing Village-tract, Hlegu Township, Yangon Division. Fifteen members of Awaing Village-tract Hlegu Township NLD, Yangon Division, of their own accord, resigned by sending letters of resignation to Hlegu Township Multiparty Democracy General Election Subcommission and the party concerned on 20 July 2000 as they no longer wished to participate in party politics of NLD.
