(1) Brilliant intellectuals, technicians can build, modernize nation with high momentum

YANGON, 19 Oct - A ceremony to honour the first nine doctorate holders of Yangon University, Yangon Institute of Medicine-1 and Yangon Technological University was held in the Diamond Jubilee Hall, Kamayut Township, today.

Chairman of Myanmar Education Committee Secretary-1 of the State Peace and Development Council Lt-Gen Khin Nyunt made a speech and presented certificates of honour and awards to them.

Also present at the ceremony were ministers, the Chief Justice, the Auditor-General, deputy ministers, senior officers of the Ministry of Defence, officials of the State Peace and Development Council Office, departmental heads, rectors, pro-rectors and principals of Ministry of Education, Ministry of Health and Ministry of Science and Technology, professors of the universities and institutes in Yangon, IM-1 and YTU, professors and faculty members who assessed the doctoral theses, students of the final-year doctorate courses and guests.

The Secretary-1 also spoke of application of modern teaching systems at schools with multi-media teaching aids covered by the special four-year plan for national educational development. To be able to produce brilliant and outstanding intellectuals and technicians, human resource development department have been established at respective universities and institutes, and new under-graduate and post-graduate courses have been introduced. While harmonious efforts are being made for uplift of national educational standard, doctorate courses have been opened in various universities and institutes to continuously nurture outstanding and professional scholars and technicians in respective subjects.

Yangon University started with three doctorate courses in 1994-95 term and now, it has opened 15 similar courses in various subjects so far. Institute of Economics (Yangon) could start three doctorate courses in 1998-99. There are altogether 270 attending doctorate courses - 177 at Yangon University, 72 at Mandalay University, and 21 at Institute of Economics (Yangon). The first doctorate in chemistry was conferred on Dr Tin Myint Htwe in 1997, and Yangon University has conferred the doctorate on six so far. Yangon Technological University started running doctorate courses in three subjects of engineering and four subjects of applied science. There are altogether 264 attending doctorate courses - 53 in engineering and architecture courses and 211 in applied science courses. Out of those attending doctorate courses at the YTU, the doctorate in applied mathematical science has been conferred on two in the year 2000.

In keeping with this guidance, the government has set the objective for uplift of the educational standard of the entire nation, and basic reforms were made and development programmes are being implemented in the education, medical science, and science and technology sectors. At the basic education level, educational promotion programmes have been initiated with the aims of promoting national cultural standard, nationalist ideals and social values and keeping up with the international standard. The Institutes of Medicine I and II in Yangon and Mandalay Institute of Medicine started to conduct the respective doctorate courses in 1997-98 and 1998-99 academic years. At present 130 trainees are attending the seven Dr.Med.Sc courses and another 24 are attending the seven Ph.D courses. A physician had successfully completed the Dr.Med.Sc (OG) at Institutes of Medicine- 1 (Yangon).

He elaborated on the Ph.D courses, saying, those who had completed the doctorate courses are the ones brilliant both in practical and academic fields. Nine persons have completed Ph.D courses in the universities in Myanmar. The success reflects the developments in nurturing the human resources of high quality and is a pride for the respective universities. The persons who won the Ph.D should effectively use their invaluable experiences and education in striving to serve the interest of the State and the people. At the same time, they should help from the respective sectors for the continuous emergence of the human resources of high quality who are specially required for the nation. Understanding that the nation depends of the ability of Myanmar intellectuals in catching up with the international nations, they should strive with might and main for the benefit of the nation and the people.

In conclusion, the Secretary-1 urged them to stand boldly and firmly for the nation as brilliant intellectuals in striving with their skill for the Union of Myanmar to gain development with greater momentum; to always strive to serve the interest of the nation and the people as they were deceivingly honoured by the State.

The Secretary-1, on behalf of the State, presented certificates and gifts of honour to Deputy Director Dr Tin Myint Htwe of Myanma Scientific and Technological Research Department, the Ministry of Science and Technology, who had completed the Ph.D (Chemistry) Course in 1997; Lecturer Dr Daw Thazin Lwin of Chemistry Department of Yangon University, who had completed the Ph.D (Chemistry) Course in 1998; Lecturer Dr Daw Myint Myint Sein of Chemistry Department of Yangon University, who had completed the Ph.D (Chemistry) Course in 1999; Lecturer Dr Thant Zin Naing of Physics Department of Yangon University, who had completed the Ph.D (Physics) Course in 1999; Assistant Lecturer Dr Aye Ko of Maths Department of Yangon University, who had completed the Ph.D (Maths) Course in 1999; Lecturer Dr Kyaw Myo Naing of Chemistry Department of Yangon University, who had completed the Ph.D (Chemistry) Course in 2000; Professor Dr Than Than Tin of OG Department Yangon Institute of Medicine I, who had completed Dr. Med.Sc (OG); Associate Professor Dr Myint Thein of Maths Department, Yangon Technological University, who had completed Dr. Engineering (Maths) in 2000; and Department Head Lt-Col Than Win of Maths Department, Defence Services Institute of Engineering, who had completed Dr. Engineering (Maths) in 2000.

Dr Kyaw Myo Naing, on behalf of the other Ph.D holders, spoke words of thanks, saying their accomplishment has uplifted the nation, their mother universities, their departments and their teachers. He also explained the different stages right from sitting for the entrance examination for the doctorate course, his efforts and finds during the course and the method of teaching.


(2) Secretary-1 receives Malaysian Agriculture Minister

YANGON, 19 Oct - Secretary-1 of the State Peace and Development Council Lt-Gen Khin Nyunt received Minister of Agriculture of Malaysia Datuk Dr Muhammad Effendi Bin Norwawi and party at the Guest House of the Ministry of Defence at 2 p.m. today. Also present on the occasion together with the Secretary-1 were Minister for Agriculture and Irrigation Maj-Gen Nyunt Tin, Minister for Foreign Affairs U Win Aung, Minister for Livestock and Fisheries Brig-Gen Maung Maung Thein and Director-General of Protocol Department Thura U Aung Htet. The guests were accompanied by Ambassador of Malaysia Dato Mohammad Bin Noh.

Commander visits special vegetable and livestock breeding zone of Yangon Division

YANGON, 19 Oct - Member of the State Peace and Development Council Chairman of Yangon Division Peace and Development Council Commander of Yangon Command Maj-Gen Khin Maung Than met with members of the supervisory committee for the special vegetable and livestock breeding zone of Yangon Division and national entrepreneurs at the zone in Nyaunghnabin Village near Hsatthwadaw Village, Hmawby Township, Yangon North District, this afternoon.

The commander inspected the site chosen for Hmawby Station Tax-free Market on Yangon-Pyay Highway near Hsatthwadaw Village near the approach to the special zone. He gave instructions on preparations to open the market on 1 November. Afterwards, the commander went to the briefing hall of the special zone, where he was welcomed by officials.

Then, the commander inspected vegetable patches. Out of 1,400 targeted acres of land to be cultivated for the first phase in the zone, the Ministry of Agriculture and Irrigation has put 190 acres under cultivation, the Ministry of Home Affairs 76 acres, the Ministry of Energy 60 acres, the Ministry of Electric Power 53 acres, the Ministry for Progress of Border Areas and National Races and Development Affairs 90 acres and national entrepreneurs 386 acres. Therefore, a total of 855 acres of land have been cultivated and soil preparation is being made on another 400 acres of land. By the end of October, 1,400 acres of land can be put under cultivation.

Myanmar archery team recounts experiences

YANGON, 19 Oct - Myanmar archery team which won gold medals in Malaysian International Invitational Archery Championship recounted experiences at Thuwunna Indoor Stadium-1 this afternoon. The championship was held in Malaysia from 9 to 16 October. Chairman of Myanmar Olympic Committee Minister for Sports Brig-Gen Thura Aye Myint gave a speech. Members of the archery team were introduced to the minister individually. Vice-President of Myanmar Archery Federation U Tin Maung Oo explained the level of the contest and the national team coach U Kyaw Oo, the advantages and weak points of the team. The minister lauded the team which won seven gold, three silver and two bronze totalling 12 medals. They should undergo intensive training and should make systematic preparations to win victory in the coming South-East Asian Games, he said. He then cordially greeted the manager, the coach and the members of the team.

Myanmar, Malaysia sign trade and sales contracts

YANGON, 19 Oct - Minister for Commerce Brig-Gen Pyi Sone received the visiting Minister of Agriculture of Malaysia Dr Mohammad Effendi Bin Norwawi and party at the Ministry of Commerce on Strand Road this morning. The visiting minister and party were accompanied by Ambassador of Malaysia to Myanmar Dato Mohammad Bin Noh.

Also present at the call were Deputy Minister for Commerce Brig-Gen Kyaw San, Director-General of the Directorate of Trade U Nyunt Aye, Director-General of Border Trade Department Col Nay Win, Managing Director of Myanma Agricultural Produce Trading U Min Hla Aung, Director-General of Livestock Breeding and Veterinary Department U Maung Maung Nyunt and officials.

Afterwards, the two ministers attended the contract signing ceremony between the two countries in Meeting HallÊ1 of the Ministry of Commerce. Chairman of Konsep Rimba Co Dato Shazryl Eskay, who was accompanying the visiting minister, and General Manager of Myanma Agricultural Produce Trading U Thein Lwin signed the trade and sales contracts. The visiting minister and party later visited the export crop samples showroom at the Ministry of Commerce.

Malaysian Agriculture Minister and party visit Shwedagon Pagoda and Myanmar International Thilawa Terminals

YANGON, 19 Oct- The visiting Malaysian Agriculture Minister Hon Datuk Dr Mohammed Effendi Bin Norwawi and party, who arrived here at the invitation of Minister for Agriculture and Irrigation Brig-Gen Maung Maung Thein, together with Deputy Minister for Agriculture and Irrigation U Aung Thein, Director-General of Livestock Breeding and Veterinary Department U Maung Maung Nyunt and officials, visited the Shwedagon Pagoda this morning and made donations to the pagoda trust fund and signed in the visitors' book. Then the visiting Minister and party proceeded to Myanmar International Thilawa Terminals (MITT) in Kyauktan Township where Superintending Engineer U Ye Tun reported on facts about Thilawa Terminals with charts to the guests. Afterwards, the visiting Minister and party paid a call on Minister for Forestry U Aung Phone.

K 2m donated to Border Area Development Association

YANGON, 19 Oct-A ceremony to present K 2 million donated by the Chairman of Central Committee for Drug Abuse Control to Border Area Development Association, was held at the meeting hall of Ministry of Home Affairs this morning. Chairman of CCDAC Minister for Home Affairs Col Tin Hlaing explained the purpose of the donation and presented K 2 million to Chairman of Border Area Development Association U Tin Hlaing.

Also present were Chairman of the Supervisory Committee of CCDAC Deputy Minister for Home Affairs Brig-Gen Thura Myint Maung and officials. Chairman of BADA U Tin Hlaing expressed words of thanks, and the ceremony came to a close.


(4) Delegates who attended 22nd ASEAN Railway General Mangers' Conference tour Yangon

YANGON, 19 Oct-The delegates who attended the 22nd ASEAN Railway General Managers' Conference hosted in Myanmar for the first time, accompanied by Chairman of Reception and Accommodation Sub-committee Director-General Col Hla Thaung Myint and officials, made a tour of Yangon this morning.

The delegations first visited the Shwedagon Pagoda. They were welcomed there and briefed on the history of the Pagoda by the members of Shwedagon Pagoda Board of Trustees. Then, they posed for souvenir photos there. Next, they proceeded to the National Museum, where they were conducted round the Museum by Director of the Museum Daw Nu Mya Zan and officials.

In the afternoon, they went to Insein Locomotive Workshop of the Ministry of Rail Transportation. Deputy Minister Thura U Thaung Lwin and officials welcomed them there, and General Manager of Insein Locomotive U Soe Win briefed them on the locomotive workshop. The delegates later viewed round the workshop and left there in the evening.


(5) National AIDS Control Central Committee holds eighth meeting

YANGON, 19 Oct -The National AIDS Control Central Committee of the Ministry of Health held its eighth meeting in the meeting hall of the National Health Committee of the Ministry of Health on Pyidaungsu Yeiktha Road in Dagon Township this afternoon.

Present were Minister for Health Maj-Gen Ket Sein, deputy ministers, committee members, departmental officials and personnel of social organizations.

Chairman of the National AIDS Control Central Committee Minister Maj-Gen Ket Sein said that the State has regarded AIDS control programme as a national duty; seeking instructions of the National Health Committee, the Ministry of Health is stepping up its efforts for control of AIDS; in taking preventive measures, dissemination of health education and prevention of spread of the disease are very important; in disseminating health education, it is necessary to choose ways and means appropriate to the culture and customs of the people; due to culture, customs and national character, the rate of spread of HIV/AIDS can be controlled; however, as HIV/AIDS is posing a threat to the whole world, educational and preventive measures are to be taken in accord with the health policies of the State.

Deputy Minister for Health Professor Dr Kyaw Myint explained instructions given at the special meeting of the National Health Committee by Chairman of the National Health Committee Secretary-1 of the State Peace and Development Council and plans to be carried out.

Project manager for prevention of HIV/AIDS Deputy Director of the Health Department Dr Myint Zaw reported on measures taken for prevention of HIV/AIDS. Then, a general round of discussions followed. The minister attended to requirements.


(6) Theravara Buddhist Missionary Course opens

YANGON, 19 Oct-Organized by the Department for Promotion and Propagation of the Sasana of Ministry of Religious Affairs, a ceremony to open Theravara Buddhist Missionary Course No 11 for monks was held at Mogok Soonsarsaung of the State Pariyatti Sasana Tekkatho (Yangon) on Kaba Aye Pagoda Hill this morning.

The ceremony was graced by the presence of Vice-Chairman of the State Sangha Maha Nayaka Committee Sayadaw Agga Maha Pandita Bhaddanta Acinnabhivamsa and member Sayadaws, Theravara Buddhist Missionary Ovadacariya Sayadaws, Sayadaws (Teaching, Admin) of the SPST.

Also present were Minister for Religious Affairs U Aung Khin, and departmental officials. Sayadaw Agga Maha Pandita Bhaddanta Acinna-bhivamsa administered the Five Precepts, and then Minister U Aung Khin supplicated on the religious affairs. Afterwards, offertories were presented to the Sayadaws, and Joint-Secretary of SSMNC Sayadaw Agga Maha Pandita Bhaddanta Labhasami delivered a sermon, followed by sharing of merits gained. A total of 69 monks are attending the two-week course.


(7) Painting, cartoon and poster exhibition and competition opened

YANGON, 10 Oct - The opening ceremony of the painting, cartoon and poster exhibition and competition sponsored by Yangon City Development Committee, was held in front of new Yankin Market at the corner of Saya San Road and Industry-1 Street this morning. The theme of the competition is to supplement family income through cultivation and livestock breeding on manageable scale.

Present were Minister at the Prime Minister's Office U Than Shwe, Mayor U Ko Lay, members of the panel of patrons of the leading committee for organizing the competition Vice-Chairman of YCDC Vice-Mayor Col Maung Pa, Joint Secretary U Kyi Win and committee members, guests, officials and students. Then, the prize-winning students formally opened the exhibition and competition. Then, the minister, the mayor, the vice-mayor and guests signed in the visitors' book and viewed the exhibition.

On display at the exhibition are 2,941 paintings, cartoons and posters of 2,219 participants of primary school, middle school, high school and university levels and open division.


(8) Over 1.2 million stimulant tablets seized in Taunggyi

YANGON, 19 Oct-A combined team comprising local intelligence and Myanmar Police Force, acting on information, on 3 October, searched the house of Hla Tun, son of U Kaung Htein, of No J/486, Gangaw Street, Nyaung Pyu Sakhan Ward, Taunggyi, and seized 160 pink stimulant tablets bearing " WY ". The culprit Hla Tun is still at large. Two accomplices who got Hla Tun to sell the tablets Maung Win (a) Ahtun, son of U Ei Sein, of No Ha/1, Thukha Street, Ward 3, Pan Long, and U Aung Htein, son of U Shan Ngei, were also arrested at Yakhaung Village, Loi Lin, together with 185 stimulant tablets. Pi Kyaw (a) Naw Hsaing who was found related to the case of these stimulant tablets, was then arrested. On further investigation, the house of Ma Nan Aung of Hwe Haung Village, Loi Lin, was searched and 1,226,200 pink stimulant tablets bearing the words " WY " were seized. Ma Nan Aung is also still at large. Action was taken against them under the Narcotic Drugs and Psychotropic Substances Law.


(9) 39 Myittha Township NLD members resign of own accord

YANGON, 19 Oct-Thirty-nine members resigned from the National League for Democracy of Myittha Township, Mandalay Division. Thirty-nine members of Myittha Township NLD, Mandalay Division, of their own accord, resigned by sending letters of resignation to Myittha Township Multiparty Democracy General Election Sub-commission and the party concerned on 28 June 2000 as they no longer wished to participate in party politics of NLD.
