(1) Myanmar targets to reduce blindness rate to 0.5 per cent by 2001 National Health Plan brings  about uplift of people's health standard

YANGON, 10 Oct - The World Sight Day was observed in accord with the motto " Vision 2020  the Right  to Sight" at a ceremony organized by the Ministry of Health at the International Business Centre on Pyay  Road with an address by Chairman of the National Health Committee Secretary-1 of the State Peace  and Development Council Lt-Gen Khin Nyunt.

Also present at the ceremony were ministers, deputy ministers, members of the National Health  Committee,  diplomats, resident representatives of the United Nations agencies and officials,  delegates of the international optical specialists organizations,  optical specialists, doctors and nurses  of Yangon Optical Hospital, ophthalmic opticians, delegates of social organizations and guests.

In his speech, Lt-Gen Khin Nyunt said it was a high time to be able to organize the workshop together  with the ceremony to implement a global objective " Vision 2020  the Right to Sight "on the World Sight  Day, which always falls on the second Tuesday of October. It was one of the actions to prove the  tradition and determination that Myanmar is shouldering duties and cooperating in respective roles for  the international health objectives to materialize.

For all national people to enjoy the improved social standard with peace of mind, they all need physical  and mental fitness, and in this regard, the State Peace and Development Council has systematically  laid down and is implementing the national health plans and projects in accord with the national  objective for uplift of health and fitness of the entire nation. Sight, the most basic among the five  senses man possesses, needs to be fit for a man to be alive physically fit, he said and added that  eyes are the most delicate and precious organs of the body.

The seminar provided a new step to increase the momentum in the public eye care programmes, he  noted. The main eye defects, he said, are cataract, glaucoma, trachoma, eye injuries and Vitamin.

A deficiency related cases, and cataract is the main cause of blindness in Myanmar and the cases of  glaucoma are registered to be the second highest and those of trachoma are just four per cent.  Cataract is curable, and as trachoma cases are related with the dry zone's weather conditions and the  regional people's social and economic conditions, they have to be solved Regionwise.

Most of the cases causing blindness in Myanmar can be prevented and the patients can be cured of  their defects, he noted. Myanmar started the Trachoma Control Programme as early as 1964, and  improved and upgraded strategies and action plans have been going on, and today they cover the eye  care programme for all people.

Regarding the public eye care programmes in Myanmar, two international experts in cooperation with  two at home made a field research on the action plans covering a period of 30 years from 1964-65 to  1994-95.

The research found that 15 million people of 82 townships of Mandalay, Sagaing and Magway  Divisions were provided with diagnosis and treatment, and of them, over 200,000 were cured of their  defects through normal treatment and nearly 9,000 through optical operation.

According the health economists' survey, it was found that about three million of people who were  reaching the handicap adjusted life years could be cured of. Due to effective treatment, the cases of  trachoma declined, from 43.4 per cent in 1965-74 to 18.17 per cent in 1983, 6.2 per cent in 1993 and  under five per cent in 1999.

Alongside the other public health care projects, the eye health care project covered the treatment  programmes to control trachoma from 1964-65 to 1977-78 in the first phase, and control and  prevention of trachoma from 1978-79 to 1988-89 in the areas where the treatment programmes had  been launched.

In the third phase, the blindness control programmes were launched in 1989-90 with the expansion of  the primary eye care project. The present government, he said, has laid down the trachoma and  blindness control programme under the six-point National Health Plan and is implementing it with  increased momentum in quality and quantity all over the country.

Target has been set to reduce the rate of blindness to under 0.5 per cent in 2001, which is the last year  of the five-year National Health Plan, by providing treatment to the victims of trachoma, cataract,  glaucoma, eye injuries and deficiency in nutrition, and catering to the lives of the blind. The blindness  control programmes during a ten-year period, from 1989 to 1999, have affected 34,440 patients cured  of cataract and 12,090 parents cured of glaucoma; optical diagnosis was provided to over 1.9 million  villagers of 18,133 villages, and to over 715,000 pupils at 11,637 schools.

As one of the endeavours to the eye care of the people, the government opened the New Eye, Ear,  Nose and Throat Hospital in Yangon in 1994, and another one in Mandalay this year, and these  hospitals have been provided with the latest modern equipment such as phacoemulsification,  operation microscopes, laser surgical equipment and diagnosis machines.

The Secretary-1 also spoke of the opening of the special eye treatment departments, at least one in  each state/division level hospital, founding of the first Myanmar Eye Bank in 1993, donation of retina,  arrangements being made for opening another eye bank in Mandalay, giving of training to members of  the Union Solidarity and Development Association, Myanmar Maternal and Child Welfare Association  and Myanmar Red Cross Society at the model eye health care schools, opening of the post-graduate  optical surgery and studies courses, assistance being given to those to gain FRCS and nurturing of  those skilled in eye diseases.

Especially, cooperation with the international eye specialist organizations and wellwishers has been  speeded up, and support has been provided to allow the Orbis International to give treatment at home,  and also cooperate with Germany-based Christoffel Blindenmission and the International Federation  of Eye Banks and enable foreign optical specialists to come and perform surgical operations and  donate modern equipment. As the government is improving the rural life standard and catering to  social and economic needs of the villagers, their health standard has been uplifted, reducing the  number of cases caused due to unclean environment. He noted that the primary health care services  alongside campaigns and action plans to increase awareness of self-cleanliness and possess  healthy surroundings lead to decline of optical diseases including trachoma.

The Secretary-1 said efforts are to be made to lay down the short-term and long-term plan and  strategies to keep the people free from blindness in Myanmar before 2020 through the workshop in  accord with the international objective of Elimination of Avoidable Blindness Vision 2020.

The Secretary-1 spoke on promotion of international cooperation for people of the world to fully enjoy  vision power and making arrangements to seek methods for mutual benefits. In conclusion, he urged  all to lay down systematic short-term and long-term plans and strategies for taking part in vision 2020  by all citizens while building a modern developed nation.
