Under these circumstances, developing nations like the Union of Myanmar have to take  care not to fall under the domination of some nations attempting to dominate the  international community. Therefore, to strive for the development of the nation and to work  in the furtherance of the national interests is a national duty, which cannot be performed  successfully through perfunctory efforts. The people of the Union of Myanmar were  oppressed in the political, economic, educational, social and cultural fields under colonial  rule for over 100 years and are still having to address the problems of evil Legacy left by  colonialists, so all the national people are urgently needed to implement through  concerted efforts the national plans designed to enable the nation to stand tall in the  international community. In the time of the State Peace and Development Council,  unprecedented national consolidation, which could not be expected in previous periods,  has been achieved. The national people are enjoying fruits of stability and peace and  tranquillity which they had aspired to for years. Their political outlook has also become  wider.

It is evident that all the people of Myanmar are earnestly working hard for the development  of the State and prosperity and improvement of their living standards. The student youths  of today are seen actively taking part in the education promotion programmes and working  hard in their studies.      Furthermore, it is an undeniable fact that what all the people of Myanmar including the  youth wish most, is stability, peace and tranquillity and development.

Therefore, after the basic infrastructure such as construction of roads, bridges and dams,  the amount of budget allocated to the education sector and the health sector is the largest.  As regards the budget of the health sector, K 464.1 million was spent in 1988-89, and K  3,710.84 million in 19992000. A total of expenditure on the health sector from 1988-89 to  2000-2001 is K 28 022 48 million. During the period from 1989-90 to 1999-2000, when  development tasks for border areas and national races were carried out, the Ministry of  Health spent K 31.54 million for border areas and remote regions. This expenditure  excludes foreign exchange used to buy modem medical equipment and medicines.

Regarding the education sector, K 1,288.78 million was spent in the fiscal year 1988-89  and K 11,928.60 million in 2000-2001. The expenditure used for the education sector from  1988-89 to 2000-2001 totalled K 85,991.47 million. For the education sector of the border  areas, altogether K 103.19 million has been spent from 1989-90 to 19992000.

In conclusion, he urged the teachers to make efforts for emergence of a peaceful, modern  developed nation and implement the programmes for human resources development, to  fight against the danger of internal and external destructive elements who undermine  peace and tranquillity and progress desired by the people and to lead and organize the  youths to enhance their national awareness and to make efforts for burgeoning of national  solidarity spirit and the Union Spirit and to become genuine force in fighting against  political, economic and cultural influences of neo-colonialists and their cohort destructive  elements who want to dominate the community of the world.
