(1) General Maung Aye inspected construction works and development tasks in Kalaw

YANGON, 8 May-Vice-Chairman of the State Peace and Development Council Deputy Commander-in-Chief of Defence Services Commander-in-Chief (Army) General Maung Aye and party made a tour of inspection of construction works and development tasks in Kalaw yesterday morning. Secretary-2 of the State Peace and Development Council Lt- Gen Tin Oo and  officials, met with the chairman and members of Township Peace and Development Council, departmental officials, employees, members of Township Union Solidarity and Development Association and social organizations and chairmen of Ward and Village Peace and Development Councils.

The Secretary-2 asked those present to report progress of work in building Kalaw into a motel town, a town of pine trees, and presented their requirements for regional development tasks and arrangements to achieve self- sufficiency in rice. Minister for Electric Power Maj-Gen Tin Htut, Minister for Energy Brig-Gen Lun Thi, Minister for Science and Technology U Thaung, Minister for National Planning and Economic Development U Soe Tha and Deputy Minister for Agriculture and Irrigation  Brig-Gen Khin Maung reported regional development tasks and progress made by respective ministries. The Secretary-2 gave additional instructions. Minister for Information Maj-Gen Kyi Aung also inspected Kalaw Township Information and Public Relations Department on 6 May evening and met with employees. The minister also inspected the site chosen for the township branch offices ( Aungban).


( 2) Nangsanyan Bridge on Myintkyina-Bhamo Highway inaugurated

YANGON, 8 May-A ceremony to inaugurate Nangsanyan Bridge (Kachin State) built by Public Works of the Ministry of Construction on Myitkyina-Bhamo Road in Waingmaw Township was held at the Mingala Mandat near the bridge this morning, with an address by Chairman of Work Committee for Development of Border Areas and National Races Secretary-1 of the State Peace and Development Council Lt-Gen Khin Nyunt.

First, Chairman of Work Committee for Development of Border Areas and National Races Secretary-l Lt-Gen Khin Nyunt delivered an address.

In his address, the Secretary-1 said all should strive for ensuring peace and progress of Kachin State with greater momentum utilizing the good foundations in the transport sector laid down by the government; ,hold harmoniously strive For further progress of good economic foundations of Kachin State and improvement of the living standards of the people; and should strive with perseverance for emergence of a modern and developed nation effectively exploiting the land and water resources.

Commander Maj-Gen Kyaw Win said the government is endeavouring for progress of all states and divisions in Myanmar including Kachin State. Head of State Senior General Than Shwe is giving guidance for national development. Kachin State is gaining unprecedented development in all sectors as the government is rendering all-round assistance with sincere goodwill.

Minister for Construction Maj-Gen Saw Tun said the bridge is located near mile post 436/0 on Mandalay-Lashio-Bhamo-Myitkyina Road in Moemauk Township, Kachin State. The bailey typed bridge will be upgraded to a two-lane facility in the future. At present, it is 400 feet long, has a 10 feet and 10 inches wide motorway and can bear up to 20-ton loads. Secretary of Waingmaw Township USDA U Min Kyi, on behalf of the local people, spoke words of thanks.

Commander Maj-Gen Kyaw Win and Minister Maj-Gen Saw Tun formally opened the bridge. Minister Maj-Gen Saw Tun unveiled the stone plaque. The Secretary-l and party inspected the bridge and cordially greeted the local people.

( 3 ) Government endeavouring for further progress of Kachin State

YANGON, 8 May - Chairman of Work Committee for Development of Border Areas and National Races Secretary- 1 of the State Peace and Development Council Lt-Gen Khin Nyunt met with local authorities and departmental personnel in Myitkyina, Kachin State. yesterday.

On arrival at Myitkyina in the afternoon, the Secretary-1 and party were welcomed by Commander of Northern Command Maj-Gen Kyaw Win, military and civilian officers, members of Union Solidarity and Development Association, leaders of Special Regions 1 and 2 of Kachin State and families.

The Secretary-1 addressed local authorities, departmental personnel and members of USDA and other social organizations. Commander Maj-Gen Kyaw Win explained land use in Kachin State. Rector of Myitkyina University U Win Maung reported on staff affairs. In conclusion, the Secretary-1 spoke of the need for public servants in Kachin State to work for the improvement of economic and social life of national brethren and to exert concerted efforts for modern and developed nation.

Then, the Secretary-1 and party went to Parahita Kyaungtaik in Myitkyina, and paid respects and offered alms to Sayadaws and members of the Sangha led by Wuntho Kyaungtaik Sayadaw Agga Maha Pandita Agga MahaSaddhama Jotikadhaja Bhaddanta Silavamsa and Chairman of Kachin State Sangha Nayaka Committee Parahita Kyaungtaik Sayadaw Bhaddanta Narada.  The Secretary-1 and party also presented stationery and school uniforms to 75 students of Parahita Kyaungtaik.

Then, the Secretary-1 and party went to the training school for development of national youths of border areas in Myitkyina, where they were welcomed by Headmaster U Khin Maung Kha and students. Commander Maj-Gen Kyaw Win gave additional reports.

The Secretary-l gave instructions on giving training and lectures which can make the sense of Union Spirit and patriotic spirit ingrained in the students. The Secretary-1 and party presented stationery and school uniforms to 37 students. The Secretary-1 signed in the visitors' book. Afterwards, the Secretary-1 and party inspected the condition of extending the building in the compound of the school.

The Secretary-1 and party stopped for the night at Guest House of Northern Command in Myitkyina. This morning, the Secretary-1 and party inspected the construction of the stone retaining wall near Bala Minhtin Bridge.

Then, the Secretary-1 and party, together with Commander Maj-Gen Kyaw Win, left Myitkyina to attend Nangsanyan Bridge Inauguration Ceremony on Myitkyina-Bhamo Highway in Waingmaw Township, Kachin State. Minister for Forestry U Aung Phone, who accompanied the Secretary-1, met with officials of the Forest Department and Timber Extraction Division of Myanma Timber Enterprise at the office of the Forest Department in Myitkyina yesterday, evening, and gave instructions on extraction of timber and prevention of timber theft.

( 5 ) 20th ASEAN Chiefs of Police Conference opens  SEA region faces common problem  of production trafficking and sale of narcotic drugs

YANGON, 8 May-The opening ceremony of the 20th ASEAN Chiefs of Police Conference hosted by the Union of Myanmar for the first time was held at the Traders Hotel on Sule Pagoda Road this morning, with an address by Minister for Home Affairs Col Tin Hlaing.

In conclusion, I should like to submit to you that transnational crimes, including narcotic drug problems, cannot be solved by one country alone. With each passing day, it has become imperative that States individually and collectively with its neighbors, sub-regionally, regionally and internationally must co-operate to address these problems.

I wish to urge all to collectively strive for a peaceful, stable, and all-round developed world without let or hindrance, for the benefit of future general believe, that your deliberations at this meeting will be frank and fruitful, and that they will promote friendly relations, mutual trust and confidence, among members of the ASEAN Police Force, which in essence, will be for the  benefit of all mankind. I wish you all the best in your deliberation to make the Twentieth Conference of ASEANAPOL come to a successful conclusion. Last but not the least, I wish to conclude by wishing you all a happy an pleasant stay while in Myanmar. ( 6 ) 20th ASEAN Chiefs of Police Conference commences

YANGON, 8 May-The 20th ASEAN Chiefs of Police Conference hosted by the Union of Myanmar for the first time was held at Traders Hotel on Sule Pagoda Road this morning.

Present on the occasion were Police Director-General of Brunei Darussalam Dato Paduka Seri Hj Yaakub Bin Pehin Orang Kaya Maharaja Daraja Dato Paduka Hj Zainal and delegates members, Police Director-General of Cambodia Pol Lt-Gen Hok Lundy and delegates members, Police Director General of Indonesia Pol Lt-Gen Dr Rusdihardjo and delegate members, Police Director-General of Lao People's Democratic Republic Pol Maj-Gen Soutchat Thammasith and delegate members, Deputy Police Director-General of Malaysia Dato Mohd Jamal Bin Johari and delegate members, Director-General of Myanmar Police Force Police Maj-Gen Soe Win and delegate members, Police Deputy Director General of the Philippines Reynaldo Wycoco and delegate members, Police Director-General of Singapore Mr Kho Boon Hui and delegate members, Police Director General of Thailand Pol Gen Pracha Promnog and delegate members, Police Director General of the Socialist Republic of Vietnam Mr Truong Huu Quoc and delegate members, delegates of International Police Force and officials of ASEAN Secretariat.

Police Director-General of the Socialist Republic of Vietnam Mr Truong Huu Quoc, Chairman of the 20th ASEAN Chiefs of Police Conference, presided over the meeting and submitted the report of progress of ASEAN Chiefs of Police Conference.

Director-General of MPF Police Maj-Gen Soe Win was elected as Chairman of the 20th ASEAN Chiefs of Police Conference.

Next, Mr Truong Huu Quoc handed over the duties of the 20th ASEAN Chiefs of Police Conference to Police Maj-Gen Soe Win.

Police Maj-Gen Soe Win said:

Myanmar is still a young member of the Association. We became a full-fledged member of ASEAN only in 1997 and subsequently be came a member of ASEANAPOL in 1998.

In this regard, it is an honour to the Myanmar Police Force to be afforded to have had this opportunity to host this meeting of ASEAN National Police Chiefs in a short period of time of only two years. This Conference is an auspicious occasion, not only because it is the first Conference of Chiefs on National Police of ASEAN nations ever held in Myanmar, but also because of the fact that it is represented by all TEN members of the Association.

The First Meeting of ASEAN Chiefs of National Police (ASEANAPOL) was held in Manila in 1981, and laid down four objectives which are:

(a) To enhance the law and order in ASEAN Member Countries through regional cooperation;

(b) To foster development and professionalism in the field of law enforcement and maintenance of peace and order;

(c) To promote development of new and innovative methods and techniques in police administration and management, particularly in the prevention and control of crime, maintaining order and securing justice for both victims and criminals; and

(d) To increase public understanding and community interest in policies and programmes related to law enforcement and other aspects of the criminal justice system.

We have come to year 2000 and are convening the 20th Meeting by committing ourselves to fulfil the aims and objectives of the 1st ASEANAPOL.

At the sixth ASEAN summit, His Excellency, the Prime Minister of Myanmar, Senior General Than Shwe urged further expansion of cooperation among ASEAN members for interdiction of crimes including transnational-crimes. Unfortunately, at the same time, we are also witnessing the abuse and misuse of such developments by unscrupulous persons who devise new methods, with the aim of committing criminal offences. New technology developments in a way, also seem to be opening new avenues for would-be offenders. Looking at criminal offences committed in many countries of the world today, one may observe that because of lack of control in arms production, sale and possession, we are witnessing the loss of many innocent lives due to random killings and shootouts resulting from greed, anger and ignorance.

Furthermore, cases of innocent young women and children misled and manipulated in so many ways and sold to other countries to work, making huge amount of profits for the smugglers, are also emerging. In recent years, we have seen the trade in human smuggling grow and expand in parallel with arms smuggling and drug trafficking.

People in the region are suffering silently, to the negative effects of human smuggling. It is therefore necessary to co-operate to be rid of such crimes in the ASEAN region until they are totally wiped out.

Beginning 1999, the first phase of the fifteen-year Plan for the eradication of illicit production and demand of narcotic drugs have been implemented. The Plan calls for 3 five-year Phases till year 2014.

This Plan encompasses eradication of opium poppy cultivation and production, law enforcement, active participation and collaboration of the local populace and international cooperation. We have initiated implementation of this undertaking and even if international assistance is not forthcoming, Myanmar is fully committed to strive for the realization of its goals and objectives.

In the region, Myanmar is cooperating closely. with its neighbouring countries China, Laos, Thailand and India in combating the scourge of narcotic drugs. In collaboration with the UNDCP, the Memorandum of Understanding involving 6 countries, a Sub-regional Action Plan on supply reduction, demand reduction and law enforcement projects have been signed with China, Laos, Thailand, Cambodia and Vietnam and are in various stages of implementation to combat illicit drugs. Furthermore, in the.international sphere, bilateral agreements have also been signed and implemented with Bangladesh, the Philippines, India, Vietnam and the Russian Federation.

In this context, it is my fervent hope that this meeting will stimulate open and frank discussions on the security of states, mutual linkage of work programmes among ASEAN countries with a view to promoting exchange of information on crimes threatening the maintenance of law and order and, exchange of modern methods in crime prevention and control.

Next, Police Maj-Gen Soe Win chose Deputy Director-General of MPF Police Brig-Gen Hla Tun as Joint Chairman and Director (International Relations) of Anti-Narcotic Drugs Department of MPF Police Col Kham Aung as Secretary.

The Chairman clarified points on admission of Cambodia to ASEAN National Police for approval. He then announced that Cambodia was permitted to join ASEAN National Police.

Afterwards, Police Director-General of Cambodia Pol Lt-Gen Hok Lundy extended greetings.

The Chairman also explained the change of Logo of the conference of ASEAN National Police. New Logo was approved by the conference and it replaced the old one at the conference.

Leaders of the delegations from respective countries introduced their respective delegates to the conference. Chairman Police Maj-Gen Soe Win said discussions would be held in three groups and the conference recessed at 12.15 pm.

At 2 pm, group discussions of the delegates were held at the respective places. Discussions of Group A were held in Konbaung Hall. Delegates discussed illicit drug trafficking and progress of ASEANAPOL Database and mutual assistance in criminal matters.

Discussions of Group B were held in Tagaung Hall. Delegates discussed economic and commercial cases, bank offences and credit card frauds, faked passports and transnational frauds.

Discussions of Group C were held in Myanmar Ball Room. Delegates discussed mutual training to police members of ASEAN Police Force, establishment of Central Committee on transnational cases of. ASEAN and drafting of joint communiqué. The first day session ended in the evening. The conference continues tomorrow.

Minister for Home Affairs Col Tin Hlaing hosted dinner in honour of leaders of delegations of ASEAN nations, delegates of Interlope and officials of ASEAN Secretariat at Karaweik Hall in Kandawgyi.

( 7 ) Wives of Chiefs of Police visit National Museum

YANGON, 8 May Wives of Chiefs of Police of ASEAN nations studied the National Museum this afternoon. The Police Chiefs are here to attend 20th ASEAN Chiefs of Police Conference. They were accompanied by Daw Khin Khin Ohn, wife of Chairman of 20th ASEAN Chiefs of Police Conference Myanmar Police Force Police Maj-Gen Soe Win. They were welcomed by Director Daw Nu Mra Zan of Department of Cultural institute and officials and conducted round the museum.


( 8 ) Minister for Health meets guests from ROK

YANGON, 8 May Minister for Health Maj-Gen Ket Sein met Director Mr Sang Kyun lo of Economic Development Cooperation Fund (EDCF), Republic of Korea and party at his office on Pyidaungsu Yeiktha Road at 2 pm today. Also present at the call were responsible officials of the ministry.


( 9 ) Minister inspects Mills of Myanma Textile Industries

YANGON, 8 May-Minister for Industry-1 U Aung Thaung accompanied by Deputy Minister Brig-Gen Thein Tun and heads of department concerned and officials arrived at No 23 Blanket Mill of Myanma Textile Industries on Kan Yeiktha Road in Mayangon Township this morning.

The minister inspected looms and process of blanket production. In the briefing hall, the minister met responsible officials and service personnel and gave necessary instructions. Then, ministry and party proceeded to No 4 Garment Factory on U Tin Nyein Street in Mayangon Township and inspected the factory. The minister also made a speech at the opening ceremony of Marketing Management Course No 1 at meeting hall of the ministry. The eight- week course is being attended by 31 trainees.

( 10 ) On-job Survey and Land Records

YANGON, 8 May-Minister for Agriculture and Irrigation Maj Gen Nyunt Tin delivered an address at the opening ceremony of the On job Survey and Land Records Training Course No 16 at the Central Course Land Records Training School of the Settlement & Land Records Department in Taikkyi Township this morning.

Present were directors general and managing directors of departments and enterprises, departmental officials of Taikkyi Township, the Principal of the training school and trainees. The Minister made a speech and urged the trainees to use the experience of the training in the worksite. The Minister and party inspected Kankalay electric water supply for 6,000 acre of land including plantations of Hmawby Myanma Rice Research Center. Afterwards, the minister laid down the future tasks.


( 11 ) Minister inspects health activities in Ayeyawady Division

YANGON, 8 May-Under the leadership of Ayeyawady Division Peace and Development Council, a ceremony to open the indigenous medicine clinic built with the contributions of local people was held at the clinic on Marlargon Road in Kangyidaunt Township yesterday.

Chairman of Ayeyawady Division Peace and Development Council Commander of South-West Command Maj-Gen Thura Shwe Mann and Minister for Health Maj-Gen Ket Sein formally opened the clinic. Then, the Commander and the Minister inspected the clinics and construction of the hospital ( 25-bed) near the clinic. This morning the Commander and the Minister opened the indigenous medicine clinics in Einme Township. After ward, the minister and party inspected construction site of the free hospital for farmers being by Known You Seed Co Ltd of Japan in Hsamaluk Village, Nyaungdon Township, and fulfilled their requirements.


( 12 ) Minister for Transport inspects waterways and port development

YANGON, 8 May-Minister for Transport Maj-Gen Hla Myint Swe and officials.  Managing Director U Thein Htay and officials on board reported to the minister on work being carried out sector-wise.

Then, the minister, the deputy minister and party inspected condition of ferryboats plying from Pansodan to Dalla, renovation of vessels, the condition of vessels of IWT, vessels to be overhauled, the loading and unloading of Yangon-Mandalay Market Boat, Lighthouses along Twantay Canal and dredging work done by Dredger Thihadipa. The minister gave instructions on systemic tying of vessels, renovation of vessels and buoys for foreign ships to officials.

( 13 ) Auditor General inspects township, district Auditors Offices in Sagaing Division

YANGON, 8 May-Auditor-General Brig-Gen Tin Aye, accompanied by Director U Kin Boi and officials of the Auditor-General's Office, arrived at Monywa on 1 May.

The Auditor-General met officers of Monywa District and Monywa, ChaungU, Ayadaw, Budalin, Kani, Yinmabin, Salingyi and Pale Township Auditors' Offices and inspected Monywa District and Township Auditors' Offices. On 2 May, the Auditor General and party met township level officials and employees of Ayadaw Township Auditors' Office. On 3 May, he also met township departmental officials and service personnel of Kawlin, Pinlebu and Wuntho Townships. From 4 to 6 May, the Auditor-General met departmental officials and officers and employees of Htichyaint, Indaw, Katha, Kanbalu, Kyunhla, Shwebo, Wetlet, KhinU, YeU, Dabayin and Sagaing District and Township Auditors' Offices and gave necessary instructions. Then, the Auditor-General arrived here by air from Mandalay.


( 14 ) Ceremony to mark World Red Cross Day for year 2000 held

YANGON, 8 May-A ceremony to mark World Red Cross Day for 2000 sponsored by Myanmar Red Cross Society was held at the Institute of Nursing, here, this morning, with an address by MRCS President Dr Kyaw Win.

Vice Chairperson of Myanmar Maternal and Child Welfare Association Dr Daw Khin Win Shwe, Vice-Adjutant-General Brig-Gen Maung Nyo and officials presented prizes to Red Cross members who are outstanding in nursing skill and drill skill.


( 15 ) 24 Pyi NLD members  resign of own accord

YANGON, 8 May-Twenty members resigned from the National League for Democracy of Pyi Township, Bago Division.

Nine members of Pyi Township NLD, Bago Division, of their own accord, resigned by sending letters of resignation to Pyi Township Multiparty Democracy General Election Sub-commission and the party concerned on 5 November 1999 as they no longer wished to participate in party politics of NLD.
