  (1)General Maung Aye inspects development of Kalaw

YANGON, 26 Feb - Vice- Chairman of the State Peace and Development Council Deputy Commander-in-Chief of Defence Services Commander-in-Chief (Army) General Maung Aye left here for Heho by air on 25 February morning.

The General and party were welcomed at the airport by Members of the State Peace and Development Council Chairman of Shan State Peace and Development Council Commander of Eastern Command Maj-Gen Maung Bo, Chairman of Mandalay Division Peace and Development Council Commander of Central Command Maj-Gen Ye Myint, Chairman of Sagaing Division Peace and Development Council Commander of North-West Command Maj-Gen Soe Win, officials of Shan State,  Tatmadaw   officers, and members of the Union Solidarity and Development Association.

Together with Maj-Gen Maung Bo, Maj-Gen Ye Myint and Maj-Gen Soe Win, General Maung Aye proceeded to Kalaw by helicopter and arrived there at 10 am.

They were welcomed there by Commander of No 55 Light Infantry Division Brig-Gen Sein Lin, Commandant of Command and General Staff College Brig-Gen Soe Tint and  Tatmadaw  officers.

In Kalaw, the General inspected development of the town and gave guidance to officials.

Secretariat Member of USDA U Khin Maung Thein and EC Members U Aung Thaung, Brig-Gen Pyi Sone and Brig-Gen Thura Aye Myint who were accompanying the General, met Secretary of Shan State USDA U Nyan Lin and executives, Secretary of Taunggyi District USDA U Sai Tin Htwe and executives, and Secretary of Loilem District USDA U Sai Pa and executives at Pinlon Yeiktha of Eastern Command on 25 February evening.

Officials concerned reported on functions of state, district and township USDAs and future programmes.

U Khin Maung Thein, Brig-Gen Pyi Sone, U Aung Thaung and Brig-Gen Thura Aye Myint gave instructions on organizational works, training programmes, and economic matters and called on them to uphold the guidance of the USDA Patron as working guide.


(2)Defence Services C-in-C's Trophy  Tatmadaw  (Army, Navy and Air) Golf Tournament  begins 

YANGON, 26 Feb - The opening ceremony of Defence Services Commander- in-Chief Trophy Tatmadaw  (Army, Navy and Air) Golf Tournament for Year 2000 was held at Aye Tha Ya Golf Club in Taunggyi, Shan State, at 6.45 am today.

On behalf of the Commander-in-Chief of Defence Services, Deputy Commander-in-Chief of Defence Services Commander-in- Chief (Army) General Maung Aye teed off and opened the tournament.

The opening ceremony was also attended by Commander-in-Chief (Navy) Vice-Admiral Nyunt Thein, Commander-in-Chief (Air) Lt-Gen Kyaw Than, Adjutant-General Lt-Gen Win Myint, Quartermaster-General Lt-Gen Tin Hla, Commander of Eastern Command Maj-Gen Maung Bo, Commander of Central Command Maj-Gen Ye Myint, Commander of North-West Command Maj-Gen Soe Win, Chief of Armed Forces Training Maj-Gen Win Myint, ministers, senior Tatmadaw  officers and competing teams.

General Maung Aye took part in the tournament and later visited the shops at Aye Tha Ya Golf Club.


(3)Construction of Kengtung-Tachilek Road to be completed in three years Roads and bridges to be put to best use for regional development 

YANGON, 26 Feb - Chairman of the Work Committee for Development of Border Areas and National Races Secretary-l of the State Peace and Development Council Lt-Gen Khin Nyunt met with members of Shan State (East), District and Township Peace and Development Councils and departmental personnel in the City Hall of Kengtung, eastern Shan State, yesterday morning. Chairman of Shan State (East) Peace and Development Council Commander Maj-Gen Thein Sein gave an additional report.

The Secretary-l said that he, together with the ministers and heads of departments, toured such border areas as Monghsat, Mongpauk, Mongkhat and Mongyan and Homein region, Monehtaw and Monehta regions where previously, MTA group had their base, and attended to requirements for development of economy, education and health. Arrangements have been made in coordination with personnel concerned for improvement of transport which plays a crucial role in striving for regional development.

The Government is taking measures to achieve equitable development of all national races who are residing in the Union of Myanmar, and implementing projects for development of border areas and national races with the objective that priority is to be given to tasks for development of border areas which lagged behind in development.

With the conviction that efforts can be made for the flourishing of national solidarity and progress of the nation only after armed conflicts have come to an end, the Government is striving for progress of national brethren.

Even town dwellers had to live in a state of worry in this region ten years ago, and today, there have been stability and peace and tranquillity in the entire nation, and all need to make concerted efforts for regional development.

As soon as stability and peace and tranquillity have been achieved in the country, the Government has expedited its efforts for progress of transport, education, health and economy of all the regions.

Then, the Secretary-l and party, together with Commander Maj-Gen Thein Sein, left Kengtung and arrived at Lwemwe, Kengtung Township, at 9.40 am.

They were welcomed there by Deputy Commander of Triangle Region Command Brig-Gen Myint Swe and officials, departmental employees and members of the Union Solidarity and Development Association and local people.

The Secretary-l watered Bodhi tree planted in the compound of the pagoda.

Next, the Secretary-l and party paid respects to Sturahtathumingala Pagoda in Lwemwe.

The Secretary- l made donations towards funds for the pagoda.

The Secretary-l and party also paid respects and offered alms to Sayadaw Bhaddanta Yasasiri and Sayadaw Bhaddanta Vayama of Sturahtathumingala Pagoda Kyaungtaik in Lwemwe.

Afterwards, the Secretary-1 and party proceeded to the training school (Lwemwe) for development of national youths in border areas, where they were welcomed by Deputy Director of Department for Progress of Border Areas and National Races Maj Aung Phone, Principal U Tun Oo and teachers and students.

Minister for Progress of Border areas and National Races and Development Affairs Col Thein Nyunt and officials reported on academic and administrative matters of the training school.

The Secretary-1 gave instructions on the flourishing of Union Spirit and cultivation of crops and vegetables, and presented teaching aids for the training school to Principal U Tun Oo.

Next, the Secretary-1 inspected the hostels of the students, and presented crackers, school uniforms and books to the students.

After that, the Secretary-1 and party proceeded to Lwemwe Basic Education High School in Kengtung Township, where they were welcomed by members of the school board of trustees and the parent-teacher association, Headmistress Daw Nang Mya Lon and staff.

The Secretary-1 and party observed tenth standard students studying lessons with the use of teaching aids.

Headmistress Daw Nang Mya Lon and member of School Board of Trustees U Di Ki Pauk reported on academic and administrative matters which are going smooth due to assistance of regional authorities.

Later, Chairman of Myanmar Education Committee Secretary-l Lt-Gen Khin Nyunt presented a TV set, a video cassette recorder, a cassette and video and cassette tapes donated by MEC and tapes on the life of the Buddha, English textbooks and cassette tapes donated by Ministry of Education to Headmistress Daw Nang Mya Lon.

Next, the Secretary-1 inspected renovation of the officers housing complex used in colonial period and built in 1918 in Lwemwe.

The Secretary-1 and party proceeded to Mongphyat, where they were welcomed by Tactical Operations Commander Col Soe Thein, district and township authorities, departmental personnel, members of the Union Solidarity and Development Association, social organizations and families.

The Secretary-l and party went to Mongphyat Basic Education High School, where they were welcomed by Township Education Officer U Saw Win, members of the school board of trustees and the parent-teacher association, Headmistress Daw Cho Si and staff and students.

The headmistress reported on the background and the strength of the school staff, the teaching of computer technology, extension of a new school building and efforts for the opening of multimedia teaching centres.

Chairman of Myanmar Education Committee Secretary-1 Lt-Gen Khin Nyunt handed over a TV set, a video cassette recorder, a cassette and video and cassette tapes donated to Mongphyat Basic Education High School by MEC and tapes on the life of the Buddha, English textbooks and cassette tapes donated by the Ministry of Education to the headmistress.

The Secretary-1 met with members of District and Township Peace and Development Councils and departmental personnel in the hall of Mongphyat Township.

The Secretary-l said Mongphyat takes up a strategic position as it is situated on the eastern bank of Thanlwin River near the border area as well as on Tachilek-Kengtung Union Road.

The upgrading of Tachilek-Kengtung Road has been assigned to the private sector, and measures are being taken to complete the construction of the road.

Only when transport is good, will regional development be achieved and socio- economic life of the people improve, and public servants are responsible for serving the interests of the people.

Therefore, concerted efforts are to be made for improvement of transport and boosting production based on agriculture.

Only when the regional develops and living conditions of the people improve, will the national races place their trust in and rely on the nation, the people and the Government all the more, and patriotism and Union Spirit will grow stronger and more dynamic.

The Government, regarding national solidarity and perpetuation of the Union and sovereignty as a national policy, is implementing political, economic and social objectives.

In conclusion, the Secretary-l urged public servants tow strive for development of the people and the region where they have been assigned, economic progress, improvement of living conditions of the people and the flourishing of national solidarity and Union Spirit while implementing the political, economic and social objectives of the State and doing their duties conscientiously.

Afterwards, the Secretary-1 and party went to Mongphyat Township People' s Hospital, where they were welcomed by Medical Superintendent Dr Htay Aung and staff.

The Secretary-l and party inspected the hospital.

Later, the Secretary-l and party proceeded to Mongzin Breeding Farm of Hongpan Livestock Breeding and
Development Company Ltd of northern Shan State Special Region-2 in Kengtung.

U Lauk Win Chin in-charge of the farm reported on livestock breeding.

The Secretary-l gave instructions on the work, and observed the pig farm.

Afterwards; the Secretary-l and party inspected construction of new Kengtung Hospital (200-bed), and gave instructions.

Later, the Secretary-1 and patty went to the construction site of the nursing training school in Kengtung.

Engineer of Naungton Construction Company U Yee Win reported on facts about the project and progress of work.

Then, the Secretary-l inspected construction work.

After that,the Secretary-l and party went to the child care Centre of Social Welfare Department in Kengtung, where they were welcomed by Assistant Head of Shan State Social Welfare Department Daw Hla Hla Htwe and staff.

The Secretary-l and party observed the skill demonstration of the children Assistant Head of SSSWD Daw Hla Hla Htwe reported on matters related to the child care centre.

The Secretary-l handed over video tapes to Assistant Head of SSSWD Daw Hla Hla Htwe.

The Secretary-l signed in the visitors' book.

Next, the Secretary-l and party inspected salesrooms of the weaving training school in Sanpya Akha Village, Kengtung.

The Secretary-l and party stopped for the night at Mekong Yeiktha.

The Secretary-l inspected development tasks in Kengtung this morning.

The Secretary-1 and party, together with Commander Maj-Gen Thein Sein, arrived at Thittabintaung Resort in Kengtung, and inspected 249-year-old Kanyinphyu Tree planted during the reign of King Alaungmintaya.

The Secretary-l inspected measures taken for the beautifying of the resort.

Next, the Secretary-1 and party inspected construction of Shan State (East) Gymnasium and Sports Grounds.

After that, the Secretary-l and party went to Kengtung College Construction Project.

The Secretary-1 inspected construction work and gave instructions.

The Secretary-1 and party went to the briefing hall of the project, where they were welcomed by Principal U Aung Nyunt and staff.

The Secretary-l inspected the scale model of Kengtung College and gave instructions.

Principal of Kengtung College U Aung Nyunt reported on academic matters, and the Secretary-l gave instructions.

Next, the Secretary-l and party proceeded to the training school for development of national youths in border areas, where they were welcomed by Deputy Director-General of Education and Training Department U Win Aung, Principal U Zaw Min Tun and staff and students.

The Secretary-1 and party presented food, school uniforms and books to the students.

Deputy Director-General U Win Aung reported on the strength of the staff, numbers of students, academic matters, staff welfare, the supplying of food for the students and school daily activities.

The Secretary-l gave instructions, and handed over video and cassette tapes to Principal U Zaw Min Tun.

Then, the Secretary-l inspected hostels and meeting halls.

Next, the Secretary-1 and party went to Sasana Beikmandaw, and paid respects and offered alms to Sayadaws and members the Sangha of the monasteries in Kengtung.

The Secretary-l and party arrived back here in the after noon.

(4)MEC Chairman attends dinner in honour of MBA graduates
 
YANGON, 26 Feb - Chairman of Myanmar Education Committee Secretary-1 of the State Peace and Development Council Lt-Gen Khin Nyunt attended a dinner in honour of MBA (Master of Business Administration) graduates of the Institute of Economics (Yangon) at the Mya Yeik Nyo Royal Hotel at 7 pm today.

It was also attended by ministers, deputy ministers, departmental heads, Rector of the Institute of Economics, professors and faculty members of the Institute of Economics (Yangon) and MBA students.

Secretary-l Lt-Gen Khin Nyunt made a speech. He said today is a day which graduates of MBA third batch are to be proud and it is also a day when new intellectuals and intelligentsia have been turned out to take active part in endeavours for national economic development.

He said the State Peace and Development Council is paying special attention to endeavours for raising national economic life with the aim of enabling the nation to keep abreast with other nations of the world and to stand tall on self-reliance basis.

To achieve progress of national economic life, it is of great importance to establish national economic enterprises that can shape State economy and to produce intellectuals and intelligentsia who can manage economic enterprises skillfully, he said.

MBA courses have been conducted at Yangon Institute of Economics since 1995 and there are altogether 122 graduates who received MBA degrees conferred by Myanmar 35 in the first batch, 44 in the second and 43 in the third.

The Secretary-1 cited MBA graduates working for government departments, foreign companies, UN agencies and other foreign organizations or engaged in running their own businesses.

He also elaborated on much benefits to be obtained for the State after conducting MBA courses, improvement in the economy and management, participation in international economic seminars, conducting research, systematic management in big firms and enterprises and running of own business and realization of the objectives of MBA courses.

In the world, production, trade, investment, services and monetary affairs have been changing rapidly together with technological development and nations with giant economic power and big enterprises are trying to control the world economy, he said.

The Secretary-1 pointed out the attempts to control the respective sector by cartels, changing from market economy to market capitalism, difficulties in business of small developing countries, loss of economic sovereignty in the nations after much dependence on foreign investment and lessons learned from 1997 Asian economic crisis.

While building a modem and developed nation, the government is also endeavouring for promotion of education, health and social sectors with priority programmes, especially.education sector as the 21st century is the knowledge age. It is aimed to enable Myanmar's education to keep abreast with the education standard of developed South-east Asian nations within four years. In trying to realize that aim, we are pleased to see efforts and high intelligence of the students, he said.

It has been over a decade the nation has practised the market-oriented economic system. Being a member of ASEAN family, the country is making efforts to be in accord with economic systems of ASEAN, especially with the aims and agreements of all the ASEAN member nations. We are promoting economic relations not only regionally but also internationally. In doing so, use of effective modem business administration has become more and more important. As the nation has outstanding experts in its economic sector, it is absolutely certain that future tasks can be carried out meeting the set standards, he said.

He urged entrepreneurs, intellectuals and intelligentsia including business administrators to make their utmost efforts for success of those tasks.

In conclusion, he called on the MBA graduates to make efforts in economic, educational and administrative sectors upholding and knowing that the initiative to shape the national economy must be kept in the hands of the State and the national peoples, to make higher innovations through gaining knowledge and experience of experts, to participate in building socio-economic life in accord with geographical conditions, cultural tradition, and lifestyle of the nation, and to strive for enabling the nation's economy to keep abreast with world nations'.

Then, Rector of Institute of Economics (Yangon) U Maw Than made a speech.

Secretary-l Lt-Gen Khin Nyunt and the ministers presented certificates to the students. One of the students spoke words of thanks.

(5)Secretary-2 inspects briquette factory in Hline Township 

YANGON, 26 Feb - Secretary-2 of the State Peace and Development Council Lt-Gen Tin Oo, Minister at the Prime Minister's Office Lt-Gen Tin Ngwe, deputy ministers and officials inspected the briquette factory of Yangon West District Peace and Development Council on Pandita Ramakyaung Street in Ward 13, Hline Township, this morning.

The Secretary-2 inspected raw materials, machines and production of briquettes, stoves and distribution.

The Secretary-2 said other District Peace and Development Councils are to establish briquette factories like the one of Yangon West District Council.  He said efforts are to be made for wide use of briquettes by building briquette factories in the townships and necessary assistance would be provided.

He spoke of the need to make arrangements for wide use of briquettes through mass production and selling at less profit.

The briquette factory was opened on 14 August 1999 and it can produce 40,000 viss of briquettes per month.  The briquettes are on sale in 13 townships and the price for one viss is K30.


(6)Secretary-2 attends merit-sharing ceremony for five-storey building of Panditarama  Pariyatti Sarthintaik in Hline 

YANGON, 26 Feb - A ceremony to share merits for the newly-constructed five-storey building was held at Panditarama Pariyatti Sarthintaik in Ward 13, Hline Township, this morning, attended by Secretary-2 of the State Peace and Development Council Lt-Gen Tin Oo.

After receiving the Five Precepts from Chairman of Township Sangha Nayaka Committee Agga Maha Pandita Bhaddanta Pandita. Secretary-2 Lt-Gen Tin Oo donated provisions to the Chairman Sayadaw of the State Sangha Maha Nayaka Committee.

Similarly, Minister Lt- Gen Tin Ngwe and deputy ministers presented alms and offertories to Sayadaws.

Chairman of Yangon West District Peace and Development Council Lt-Col Maung Maung Shein supplicated on donations of well-wishers and progress in construction of the building.

Then, Sayadaws recited the Parittas.

The minister and deputy ministers accepted K 100,000 donated by U Maung Maung Swe Tin-Daw Mya Thida of SI Company and K 200,000 by Daw Saw Myint and Daw Khin Hla May and donations of other well-wishers.

Afterwards, member of the Sangha Maha Nayaka Committee Padana Nayaka of Naga Cave Kalaywa Tawya Pariyatti Sarthintaik Dwipitakadhara Dwipitakakovida Agga Maha Ganthavacaka Pandita Agga Maha Pandita Bhaddanta Jagarabhivarnsa delivered a sermon, followed by sharing of pious deeds.

After the ceremony, the Secretary-2 and party offered 'soon' to Sayadaws.

The new five-storey building, 75 feet long and 35 feet wide, was constructed at a cost of K 23.6 million.


(7)Secretary-2 visits Millennium Myanmar Products & International Trade Fair 

YANGON, 26 Feb - Secretary-2 of the State Peace and Development Council Lt-Gen Tin Oo, accompanied by Minister at the Prime Minister's Office Lt-Gen Tin Ngwe and the deputy ministers and officials, visited the Millennium Myanmar Products & International Trade Fair at Tatmadaw  Convention Hall on U Wisara Road this morning.

Director of Defence Services Museum and Historical Research Institute Col Ye Htut and Director of Quartz International Co Ltd U Win Naing Oo conducted the Secretary-2 and party round the trade fair.

Altogether 70 local and foreign companies are selling various kinds of products at the trade fair.

Talents & Models Co Ltd presented a demonstration on sale promotion.

(8)Diploma in Hospital Administration Course No 2 concludes

YANGON, 26 Feb - The Diploma in Hospital Administration Course No 2 conducted by Medical Science Department concluded at the lecture hall of the department this morning.

Present on the occasion were Minister for Health Maj-Gen Ket Sein, directors-general and rectors of departments and institutes, officials, faculty members and trainees.

Speaking on the occasion, the minister said the diploma course has been opened at Institutes of Medicine under Medical Science Department since 1999 and course No 1 and No 2 have turned out 31 and 21 trainees respectively.

The diploma course is opened with the aim to employ the strength which lies within the country and to improve standard of hospitals for rendering health care services to the public. The government is implementing political, economic and social objectives for emergence of a peaceful, modern and developed nation with added momentum, he said.

In conclusion, the minister called on the trainees to strive for improvement of public health standard.

Then, the minister presented certificates to the trainees.


(9)340 kilos of Ephedrine powder seized in Mandalay

YANGON, 26 Feb - A combined team comprising members of local intelligence unit, acting on information, while wagting at the junction of Theikpan Road and 65th Street, Chanmya Thazi Township, nabbed drug traffickers Ko Naing (a) Ko Ko (a) Kimmy, son of U Thonzalan, of No 5 Region of Kalay Township and Kyin Khant Zan, son of U Salda Kyin, of No 9 Region of Panglong Ward, Kalay Township together with 155 kilos of Ephedrine powder on 8 February. Further investigation led to the arrest of Khin Zaw, son of U Aung Thein, of Zedan, Tagundaing Ward, Pyigyi Tagun Township, Mandalay, and Thein Naing, son of U Sein Hla, Kamawatan, Tagundaing Ward, Pyigyi Tagun Township, Mandalay.

Upon further investigation, the team seized 130 kilos of Ephedrine hidden in Zedan, Tagondaing Ward, Pyigyitagun Township, Mandalay, on 9 February. While searching the house of Aung Kyaw Win, Zedan, Tagundaing Ward, Pyigyitagun Township, Mandalay, the team arrested Maung Maung Thein, son of U Nyo Win, younger brother of Aung Kyaw Win on 10 February. After questioning him, the team searched the house of U Kyaw Maung, Shartawlay village, Amarapura Township, and seized 55 kilos of Ephedrine powder.

In these incidents, five traffickers were arrested together with 340 kilos of Ephedrine powder. Action is taken-against them under the Narcotic Drugs and Psychotropic Substances Law.


(10)53 Monyo Township NLD members resigned of own accord

YANGON, 26 Feb - Fifty-three members resigned from the National League for Democracy of Monyo Township, Bago Division.

Fifty-three members of Monyo Township NLD, Bago Division, of their own accord, resigned by sending letters of resignation to Monyo Township Multiparty Democracy General Election Sub-commission Office and the party concerned on 13 October 1999 as they no longer wished to participate in party politics of NLD.
