(1) Senior General Than Shwe meets departmental personnel in Dawei Township

YANGON, 21 Jan - Chairman of the State Peace and Development Council Commander-in-Chief of Defence Services Senior General Than Shwe met departmental personnel in Dawei Township yesterday.

On arrival at Dawei, the Senior General and party were welcomed by Brig-Gen Lt-Gen Maung Oo of Dawei Station, Commander of Heinze Station Brig-Gen Thein Ngwe, Secretary of Taninthayi Division Peace and Development Council Lt-Col Khin Maung Nyo and officials.  In the town hall, Senior General Than Shwe met with divisional level officials, departmental personnel of Dawei District and Township and Yaybyu, Thayetchaung and Launglon townships, members of Union Solidarity and Development Association, Red Cross, Auxiliary Fire Brigade and Maternal and Child Welfare Association and entrepreneurs.

Chairman of Taninthayi Division Peace and Development Council Commander of Coastal Region Command Maj-Gen Thura Thiha Thura Sit Maung explained progress in ensuring regional peace and stability in the Taninthayi Division, building of tarred, rock and earth roads in the division, ensuring regional rice sufficiency, implementation of the State's guidelines in extending oil palm and rubber plantations, foreign exchange earnings from fish, livestock and mineral sectors and other production sectors.

Minister for Agriculture and Irrigation Maj-Gen Nyunt Tin reported on cultivation of monsoon and summer paddy - as targeted in Taninthayi Division given, suggestions to extend beans and pulses cultivation.  The ministry will make arrangements for the progress of agriculture in the division. Minister for National Planning and Economic Development U Soe Tha presented the government' s plans for development of the national economy and the division.

Secretary-2 Lt-Gen Tin Oo explained the Senior General's arrival to Taninthayi Division for its progress, saying the Division is gaining success in implementing the current short-term five-year plan.  Continued efforts should be made for future progress of the division based on these favourable conditions.

Other ministers who accompanied the Senior General also discussed extension of paddy cultivation to ensure regional rice sufficiency, efforts for the division to become an oil bowl in accord with the guidance of the Senior General and improvement of roads in the division.

In giving guidance, Senior General Than Shwe said though Taninthayi Division is rich in natural resources, it did not achieve the desired progress due to lack of security and good transport facilities and officials' failure to give adequate support.

Thus.  extra impetus is being given to progress of security and transport for development of Taninthayi Division:  and supervision is being given to local authorities at different levels for regional development.

Traditionally, the economy of Taninthayi Division relics on rubber, fish and livestock and minerals; at present, the division is relying only on fish and livestock as rubber and mineral production decreased due to certain reasons.

Encouragement is being given for progress of oil palm cultivation in addition to rubber which is suitable to regional climatic conditions.

Old mines are being renovated and new mineral deposits are being explored in developing the mining sector.  Taninthayi Division will gain more progress if the production sector can be developed; and the living standards of the people will improve.

The people should strive with added momentum as the government is creating favourable conditions for progress.  If they really work hard, Taninthayi Division, which is rich in natural resources, will become' the richest region, earning the highest income in the nation.

Actual results follow actual deeds; extension of oil palm cultivation to the full will surely make Taninthayi Division the nation's oil bowl; and at the same time efforts should be made to enable Taninthayi Division to produce adequate rice for self-sufficiency .

The government is always endeavouring to narrow the development gap and to ensure proportionate progress in the entire nation.  Arrangements should be made for the advancement of intellectual power of the people regionwise to cable them to possess skill and correct thinking.

If all will strive with patriotism and with the will to make progress of the nation, gold national goal f a peaceful, stable, modern and developed nations will be reached soon.  The Senior General then cordially greeted them.  At Kaleinaung village, the Senior General and party beard a report on regional situation presented by Tactical Operation Commander Col Than Win.

During inspection of a naval base in Heinze, Brig-Gen Thein Ngwe briefed them on regional development undertakings, development of Yebyu Township and requirements.

Commander-in-Chief (Navy) Vice-Admiral Nyunt Thein and ministers presented regional development matters.  The Senior General gave guidance.  In the afternoon, the Senior General and party visited Maungmagan Beach in Launglon Township. After greeting departmental personnel, they helicoptered back to Dawei.  Minister for Commerce Brig-Gen Pyi Sone also met departmental personnel and entrepreneurs in Dawei this morning.


(2) Glittering ceremony honors Yan Aung, Soe Myat Thuza as best actor and actress for 1998

YANGON, 21 Jan?-- The prestigious Best Actor Award of Myanmar Motion Pictures for 1998 went to Yan Aung for his role in the film "Nya-min-tha" and the Best Actress Award to Soe Myat Thuza for her role in the film "Shwe-na-tha San ein".

The ceremony to present Myanmar Motion Pictures Awards for 1998 was held at the National Indoor stadium 1 this evening with Secretary-1 of the State Peace and Development Council Lt-Gen Khin Nyunt and Dr Daw Khin Win Shwe in attendance.

Minister for Information Maj-Gen Kyi Aung made a speech on the occasion and presented the awards to the outstanding film actors, actresses and technicians.  Also present were member of the State Peace and Development Council Chairman and members of the Assessment Board for Promotion of Myanmar Motion Pictures, members of Myanmar Motion Pictures Censor Board and Video Censor Board, heads of department, executives of Myanmar Motion Picture Asiayon.  Myanmar Writers and Journalists Association, Myanmar Thabin Asiayon, Myanmar Music Asiayon, and Myanmar Traditional Artists and Artisans Asiayon, actors and actresses, film technicians and producers, guests, and the people who love films.

Before the ceremony, artistes entertained those present with songs, accompanied by Myanma Athan modern music troupe.

Minister Maj-Gen Kyi Aung delivered a speech on the occasion.  (reported separately)

U Than Nyunt (Pantha) won Best Cameramen Award for the performance for the film "Nya-min-tha", Ko Ko Lay Best Script Award for the film "Ah-hnaing-me-yingwin", Nana Hlaing Best Supporting Actress Award for her role in the film "Shwe-na-tha San-ein", and Malikha Soe Htaik Aung Best Film Director Award for "Ah-hnaing-me-yingwin".

" Ah-hnaing-me yingwin" was chosen as the best film for 1998.  Some good scenes that helped them win the awards were shown. Minister Maj-Gen Kyi Aung presented golden statuettes with a K 100,000 cheque each to the award winners. The award winners then thanked for being presented the awards.

(3) Cinematic-Video arts must entertain and educate the People as a bounden mission

YANGON, 21 Jan-T he following is a translation of the speech delivered by Minister for Information Maj-Gen Kyi Aung at the Academy Award presentation ceremony at Thuwunna National Indoor Stadium-1 this evening. The Ministry of Information is undertaking tasks of information, of education and of entertainment effectively and successfully in the nation; in so ding, it has been carrying out coordination and cooperation, securing the full power of intellectuals and intelligentsia, literati, artistes and artisans.

Emphasis is laid on imprinting in the mind of the people the 12 political, economic and social objectives laid down by the Government and Our Three Main National Causes with a view to ensuring the emergence of a peaceful, modern and developed nation; moreover, organizational work is being done for the uplift of dynamism of patriotism and the flourishing of Union Spirit, the lifeblood for national affairs and perpetuation of the Union; only then, will the Union and the entire national people develop and be able to keep abreast of international community in the beginning of the 21st Century.

Today, every nation is preparing for their future in the new century of the new millennium; though they are doing so in their own ways and might have different aspirations and aims, they have a common goal to achieve development of their nation.

Therefore, Myanmar is to strive for all-round development of the nation and the people; it is the national aspiration which all the citizens of the Union are to entertain unanimously; the national goal is to be designed for the prosperity of the entire national people and perpetuation of the nation.

In striving to achieve the national goal and to implement objectives as soon as possible, citizens of every household and organization from all parts of the Union are to cooperate with one another.

The seven policies of academy award selection laid down by the Government are to uplift the standard of Myanmar films, to ensure the flourishing of Myanma culture and traditions, to uplift dynamism of patriotism, to further cement the unity of national races, to have correct belief and widen knowledge in a correct way, to promote morals and to contribute towards perpetuation of sovereignty and peace and tranquillity and development of the State.

The minister also cited other policies used in assessing films.  In accord with these policies, the Ministry of Information formed the Myanmar Motion Picture Promotion and Scrutiny Board in 1952, and academy awards have been presented to outstanding actors and actresses every year; Myanmar Motion Picture Asiayon was formed in 1989, and all are striving for development of Myanma films; in 1995, Myanma Motion Picture Diamond Jubilee was held on a grand scale.

A new building for Myanmar Motion Picture Asiayon has been constructed, and.Myanma Motion Picture Museum was opened in 1998; Myanmar Motion Picture Asiayon building and Myanma Motion Picture Museum are milestones which play a very important role in uplifting the standard of Myanma films; at the Motion Picture Asiayon building, artistes can meet with one another, hold discussions, attend the training courses and have the chance to enhance their quality; exhibits displayed at the Motion Picture Museum contributes much to emergence of outstanding artistes of new generation; the emergence of Motion Picture Museum implies the handing down of heritage to new generations for the continuous development of historical value and artistic value of films.

The motion picture law was enacted in August 1996. and the motion picture procedures law in July 1997; the television and video law was promulgated in July 1996 and the video procedures law in December 1998.

Action can be taken according to these laws and procedures laws against those who are engaged in production business without license and who are distribUtil1g video features abroad on their own, therefor, all need to respect these laws and procedures laws.

Originally, there were 187 cinemas under the Ministry of Information; 25 cinemas have been handed over to other ministries and entrepreneurs, 71 sold to entrepreneurs, and 12 leased out; arrangements are being made to sell 34 cinemas to entrepreneurs, therefore, the remaining 45 cinemas are being run by Myanmar Motion Picture Enterprise; it there is anyone who wants to lease these cinemas, necessary assistance will be given.

There are 11,112 licensed video parlous; today, watching video is common not only in urban areas but also in wards and villages; in 1998, altogether 81 foreign films were screened; out of 630 Myanmar video features produced, 39 were banned, and the rest were permitted to be shown; in view of the increasing number of video productions every year and video parlous, it is evident that the people like video entertainment very much; artistes and producers need to be faithful to the national cause and their arts

Efforts should be made for the development of filming movies and video features, selection of good stories, preparing settings and creating special effects in cinematography.  Though perfunctorily shooting of video features within four or five days with a single camera can release video features for video-houses in time, special attention should be given to avoiding taping of video features with low standard cinematic shots, acts and themes, which never gives any benefit to the view Pre Soon the names of award winners will be announced.  Before the announcement, I would like to present the brief history of presenting motion picture awards.  A total of 221 awards have been presented to date.  Among them, 29 are best picture awards, 28 best director awards, 28 best actor awards, 39 best actress awards, 25 best supporting actor awards, 27 best supporting actress awards,32 best cinematography awards, five best music awards, two best sound awards, two best script awards, one best film editing award and three special awards.

The movies that were released in 1998 were Pahtamaachit Dutiya-hnalontha, Tanda-dada, Shweingin, Ahnaing-me-yingwin, Mayayahta, Chitchit chit-te-koko, Shwewei-thu-ye Maungmagan, Kyundaw Kyunma Dohthi, Meinma-ne-ngwe, Taunggyi-ga-Khet-Khet-Mar Eithe, Mo Mo Chit Te Commando, Tathetta-hta-wara, Shwenatha-san-ein and Nya-mintha.  There is some development in filming industry in 1998 when compared to that of 1997, as 15 movies were released in 1998 up from 11 in 1997.  But it can be said that the development is not significant when compared with 1995 during which 30 movies were released and 1996 during which 25 were released.

Efforts should be made for producing classical movies with a view to uplifting Myanmar films to meet the international standard.

The movie industry will flourish as long as the public aesthetic enjoyment and their thinking power continue to develop.  The aim of the art is to change wilderness and tenseness to become civilized and soft, roughness to become smooth, diffusion and contradictions to become unity and harshness to become softness.  The beauties of the nature should be added with the artistic skills.

As the creation of the art is an aestheticism of various types which can be enjoyed by all, its value will increase if it can contribute to the interest of the nation and the people in a way. The creation of art should organize the people to take part more in nation building tasks arid national endeavours.  In conclusion, I would like to urge all the associations of the world of fine arts to strive with the united force and strength together with the Tatmadaw and the people for the nation to reach the all-round developed and modern age, for progress of human resources and strengthening of the national power; to ward off destructive acts with national outlook and awareness; and to strive with greater perseverance and momentum bearing in mind that the 21st Century will be the victory for Myanmar.

(4) Myanmar Tah Hsin Industrial Company opens garment factory

YANGON, 21 Jan - A ceremony to open the garment factory of Myanmar Tah Hsin Industrial Co Ltd was held at the factory at Mingalardon Industrial Zone No D-1 this morning.

Secretary-1 of the State Peace and Development Council Lt-Gen Khin Nyunt attended the ceremony and formally unveiled the signboard of the factory.

Deputy Minister for Construction Brig-Gen Myint Thein, Chairman of Zaykabar Co Ltd U Khin Shwe, Chairman of Myanmar Tah Hsin Industrial Co Ltd Mr Hu Chiang Ho and officials formally opened the factory.

Then.  a ceremony to mark the opening of the factory was held inside factory.  President of Myanmar Tah Hsin Co Ltd Mr Liu Wan Chang extended greetings.General Manager Mr Oyama Tomokazu of Third Textile Division Head Office of Mitsui Co Ltd explained about the factory.

The Secretary-1, ministers, deputy ministers and guests toured the factory.  The Secretary- 1 also signed in the visitors' book.

Also present were ministers , deputy ministers, Vice- Chairman of Yangon Division Peace and Development Council Deputy Commander of Yangon Command Brig- Gen Hsan Hsint, departmental heads, officials of the State Peace and Development Council Office and guests.


(5) Secretary-1 pays respects to Tipitakadhara Ovadacarira Sayadaws

YANGON, 21 Jan-Secretary-1 of the State Peace and Development Council Lt-Gen Khin Nyunt paid respects to members of the Sangha who are taking part in 52nd Tipitakadhara Selection Examination being held in Maha Pasana Cave, this afternoon.

On arrival at the Maha Pasana Cave at Kaba Aye at 1.35 pm; Secretary-1I Lt-Gen Khin Nyunt was welcomed by Minister for Social Welfare, Relief and Resettlement Maj-Gen Sein Htwa, Minister for Religious Affairs U Aung Khin, Minister for Labour Maj-Gen Tin Ngwe, Adviser at the State Peace and Development Council Chairman's Office U Arnt Maung, directors general of Religious Affairs Department and Department for Promotion and Propagation of the Sasana and officials.  Then, Secretary-1 Lt-Gen Khin Nyunt paid respects to Chairman of Ovadac,arira Committee for Tipitakadhara Selection Examination Mawlamyine Wepyan Kyaungtaik Sayadaw Bhaddanta Vijayabhivamsa and Ovadac,arira member Sayadaws.

Secretary- 1 Lt-Gen Khin Nyunt also paid respects to members of the Sangha who are taking part in 52nd Tipitakadhara Selection Examination at Maha Pasana Cave.  The Secretary-1 and party proceeded to State Pariyatti Sasana Tekkatho (Yangon). Senior engineer of Public Works of Yangon West District Daw Tin Win reported to the Secretary-1 on construction of convocation hall of the Tekkatho.

Secretary- 1 Lt-Gen Khin Nyunt attended to their needs.  Afterwards, Secretary-1 Lt-Gen Khin Nyunt and party inspected construction of convocation hall of the Tekkatho and left there.


(6) Deputy Prime Minister meets guests from Japan

YANGON, 21 Jan- Deputy Prime Minister Lt-Gen Tin Tun met Chairman of Daimex Inc Mr Takenaga and Mr Kenichi Shiba of Zengyoren ( National Federation of Fisheries Cooperative Association) of Japan who called at his office at 2 pm today.  Also present at the call were officials of the Government Office.

YANGON, 22 Jan -The Chairman of the State Peace and Development Council of the Union of Myanmar. has appointed U Phone Myiint, Ambassador Extraordinary and Plenipotentiary of the Union of Myanmar to the Republic of Italy, concurrently as Ambassador Extraordinary and Plenipotentiary of the Union of Myanmar to the Hellenic Republic.

YANGON, 22 Jan -The Chairman of the State Peace and Development Council of the Union of Myanmar. has appointed U Phone Myiint, Ambassador Extraordinary and Plenipotentiary of the Union of Myanmar to the Republic of Italy, concurrently as Ambassador Extraordinary and Plenipotentiary of the Union of Myanmar to the Hellenic Republic.



(9) Minister at LPDR President's Office concludes visit

YANGON, 21 Jan-A three-member delegation led by Minister at the President's Office of Lao People's Democratic Republic Mr Soubanh Srithirath left here by air this evening.  The delegation was seen off at Yangon International Airport by Minister at the State Peace and Development Council Chairman' s Office Brig-Gen Abel, Ambassador of LPDR Mr Ly Bounkham and officials.

YANGON, 21 Jan-Minister for Health Maj-Gen Ket Sein received Professor Song W Wong of Department of Pathology, Knollwood Park Hospital, University of South Alabama, the United States, at his office at 9 am today.

Similarly, the minister received Dr Daw Win May, Scientist of Human Resources for Health, South East Asia Regional Director's Office.  World Health

Organization, and Consultant in Prevention of Blindness Dr Madan Upadhyay at the same venue at 10 am.

Present were Deputy Minister Dr Mya Oo and officials.

(11)  70 members of Monyo Township NLD resign of own accord

YANGON, 21 Jan. Seventy members resigned from National League for Democracy of Monyo Township, Bago Division.  Seventy members of Monyo Township NLD.  Bago Division, of their own accord, resigned by sending letters of resignation to Monyo Township Multiparty Democracy General Election Commission and the party concerned on 13 October 1999 as they no longer wished to participate in party politics of NLD.
