(14)  Foreign mercenary illegally enters country for third time

YANGON, 31 Aug - The man named Mr James Rupert Russell Mawdsley, who holds dual British and Australian citizenship was expelled from Myanmar in August 1998, and he was found in Myoma Market in Tachilek this morning. Duty conscious members of the public caught him and reported to the authorities. The Immigration and National Registration Department checked him and seized from him three kinds of instigative leaflets numbering 500.

James Mawdsley first entered Myanmar holding a British passport and at 12.30 pm on 16 September 1997, he tied his hand with an iron chain to the gate of No 6 Basic Education High School on Anawrahta Street in Botahtaung Township.  He criticized the government leaders in his speech, cursing and shouting.  He then distributed 140 anti-government leaflets.  The authorities called him in and checked him.  After coordination between the officials of the Ministry of Foreign Affairs and the British Ambassador, he was expelled from Yangon Airport on 17-9-97.

James Mawdsley again crossed the border from Thailand and entered Myanmar stealthily for the second time, and on 30-4-98, he stuck anti-government leaflets to the lamp-posts and distributed them near the Central Market in Mawlamyine.  The authorities caught him and checked him.  He was found to be a mercenary subversive colluding with KNU and ABSDF terrorist groups.  This was reported in the newspapers published on 8-5-98.  He was sentenced to five years' imprisonment on 15-5-98 under Section 13/1 of the Immigration Law for illegally entering the country without a passport.  As he was serving prison terms, he was released in mitigation of punishment on 5-8-98 in consideration of the requests of his parents and the embassies concerned.  He was expelled from Myanmar with warning not to come back.

The government and the responsible personnel took action against him leniently twice but he has been persistently attempting to destabilize the peaceful situation in Myanmar.  Severe action will be taken against him under the existing laws.
