(1) Senior General Than Shwe and Daw Kyaing Kyaing leave for SRV to attend Sixth ASEAN Summit and Meetings of Heads of State and Government of ASEAN, China, Japan and Korea

YANGON, 14 Dec - At the invitation of the Prime Minister of the Socialist Republic of Vietnam Mr Phan Van Khai, Myanmar delegation headed by Chairman of the State Peace and Development Council and Prime Minister of the Union of Myanmar Senior General Than Shwe and Daw Kyaing Kyaing left here by special flight at 7.15 am today to attend the Sixth ASEAN Summit and Meetings of Heads of State and Government of ASEAN, People's Republic of China, Japan and Republic of Korea to be held in Hanoi on 15 and 16 December.

Members of the delegation headed by Senior General Than Shwe and Daw Kyaing Kyaing were seen off at Yangon International Airport by Vice-Chairman of the State Peace and Development Council Deputy Commander-in-Chief of Defence Services Commander-in-Chief (Army) General Maung Aye and wife, Secretary-2 Lt-Gen Tin Oo and wife, Secretary-3 Lt-Gen Win Myint and wife, members of the State Peace and Development Council Commander-in-Chief (Navy) Rear-Admiral Nyunt Thein, Commander-in-Chief (Air) Maj-Gen Kyaw Than and Chairman of Yangon Division Peace and Development Council Commander Maj-Gen Khin Maung Than and their wives, Deputy Prime Ministers Vice-Admiral Maung Maung Khin, Lt-Gen Tin Tun and Lt-Gen Tin Hla, who is also Minister for Military Affairs, and their wives, ministers, senior military officers, Dean of Diplomatic Corps Ambassador of the Lao People's Democratic Republic Mr Ly Bounkham and wife, ambassadors and their wives and military and civil officers.

Senior General Than Shwe and Daw Kyaing Kyaing were accompanied by Secretary-l of the State Peace and Development Council Lt-Gen Khin Nyunt and wife Dr Khin Win Shwe, member of the State Peace and Development Council Commander of Northern Command Maj-Gen Kyaw Win, Minister for Progress of Border Areas and National Races and Development Affairs Col Thein Nyunt, Minister at the Office of the Prime Minister Brig-Gen Lun Maung, Deputy Minister for Foreign Affairs U Khin Maung Win and departmental officials.

(2) Beautifying and extension of Yangon International Airport under way

YANGON, 14 Dec - A meeting was held at Yangon International Airport to coordinate beautifying and extension of the airport, addressed by Secretary-2 of the State Peace and Development Council Lt-Gen Tin Oo.

The Secretary-2 urged officials to give priority to completion of the projects on beautifying and extension of YIA as scheduled.

Officials at different levels are required to carry out their task with national spirit and to avoid the habit of doing their work actively only during the time high-level officials are on inspection at the site, he said.

Duties should be assigned systematically to ensure cleanliness in the lobby, lounge and toilets for the convenience of local and foreign travelers.

Arrangements should be made to render convenient freight and passengers services and safety of flights, he noted, speaking of the need to apply reward and punish system for progress of the work.

Participants should present difficulties, he invited.

Minister for Transport Maj-Gen Hla Myint Swe gave advice to the meeting on the project and Deputy Minister Brig-Gen Kyaw Myint on planting of trees and cleanliness of the airport buildings.

Vice-Chairman of Yangon Division Peace and Development Council Deputy Commander of Yangon Command Col Hsan Hsint explained to the meeting rendering of assistance by Yangon Command.

(3) Renovation, construction of hostels for columns of Armed Forces Day parade discussed

YANGON, 14 Dec - Chairman of Leading Committee to Observe the 54th Anniversary Armed Forces Day Chief of Bureau of Special Operations Chief of Staff (Army) Lt-Gen Tin Oo addressed the meeting to discuss renovation of hostels for the parade columns this morning in Pyidaungsu Hall, Kyaikkasan Grounds.

Also present were Chairman of Management Committee to Observe the 54th Anniversary Armed Forces Day Commander of Yangon Command Maj-Gen Khin Maung Than, Minister for Sports Brig-Gen Sein Win, Chief of Armed Forces Training Maj-Gen Win Myint, Vice-Quartermaster-General Brig-Gen Kyaw Win, Director of Public Relations and Psychological Warfare Col Khin Aung Myint, Deputy Minister for Construction Brig-Gen Thura Aye Myint, Deputy Minister for Forestry Col Thaik Tun, Vice-Mayor Col Maung Pa and officials.

Brig-Gen Kyaw Win explained to the meeting plans to accommodate some of the Tatmadaw columns in hostels at Kyaikkasan Grounds, current condition of the hostels, renovation works and construction of new hostels.

Commander Maj-Gen Khin Maung Than, Minister Brig-Gen Sein Win, Deputy Minister Brig-Gen Thura Aye Myint, Vice-Mayor Col Maung Pa, Maj-Gen Win Myint and Col Khin Aung Myint presented work programmes.

Lt-Gen Tin Oo gave suggestions on the work at hand.

(4) Secretary-2 receives CCEC Chairman

YANGON, 14 Dec - Secretary-2 of the State Peace and Development Council Lt-Gen Tin Oo received Chairman Prof Mr Luo Shu Sheng of Chengda Chemical Engineering Corporation of Sichuan Province, the People's Republic of China, and party at Dagon Yeiktha of the Ministry of Defence this afternoon.

Also present at the call together with the Secretary-2 were Minister for Labour Maj-Gen Tin Ngwe, Minister at Prime Minister's Office Lt-Gen Tin Ngwe, Vice-Quartermaster-General Brig-Gen Kyaw Win and officials.

(5) Nursing Aid Training Course No 3 concludes

YANGON, 14 Dec - The Nursing Aid Training Course No 3 conducted by the Social Security Board of the Ministry of Labour was held at the Workers Hospital in Tamway Township today.

The concluding ceremony was attended by Minister for Labour Maj-Gen Tin Ngwe, Deputy Minister Brig-Gen Win Sein, Chairman of the Social Security Board U Aung Ba Kyi, officials of the departments and the committees of the ministry, course instructors and trainees.

Minister Maj-Gen Tin Ngwe delivered an address and presented certificates to the trainees. Altogether 20 trainees attended the course.

(6) Minister inspects factories under Ministry of Industry-l

YANGON, 14 Dec - Minister for Industry-l U Aung Thaung, Deputy Minister Brig-Gen Than Tun and officials met service personnel of Packaging Factory of Myanma General Maintenance Industries in Alwansut Village in Thanlyin Township this morning.

Factory manager reported on annual production, marketing, storage of raw materials and finished products Managing Director U Thaik Tun took part in the discussions.

The minister spoke for exceeding the targets and arrangements for forthcoming fiscal year.

The minister inspected production process at the factory.

The minister and party inspected the shoe factory No 2, Glassware Factory and Sodium Silicate Factory in Thanlyin.

(7) Mongphyat Township NLD dissolved

YANGON, 14 Dec - All the Executive Committee members of Mongphyat Township National League for Democracy, Shan State (East), tendered their resignations and dissolved the Township NLD on their own volition on 3 December 1998.

Mongphyat Township NLD was first formed on 3 May 1989 with 26 EC members. Out of 26 EC members, only 16 were left. The remaining EC members of the Township NLD resigned from the party membership on their own volition since they no longer wished to continue to take part in NLD's political activities. They notified the office of Mongphyat Township Multiparty Democracy General Election Commission and the chairman of the party concerned on 3 December.

(8) Myaungmya Township NLD dissolved

YANGON, 14 Dec - All the 325 members of Myaungmya Township National League for Democracy, Ayeyawady Division, including Joint Secretary U Aung Myo Hlaing tendered their resignations and dissolved the Township NLD on their own volition on 8 December 1998.

The 325 members of Myaungmya Township National League for Democracy, Ayeyawady Division, resigned from the party membership on their own volition since they no longer wished to continue to take part in NLD's political activities. They notified the office of Myaungmya Township Multiparty Democracy General Election Commission and the chairman of the party concerned.

(9) Books presented by mv Doulos to libraries of Information and Public Relations Department

YANGON, 14 Dec - Captain and director of mv Doulos presented books for libraries of Information and Public Relations Department on board the ship this morning.

Present on the occasion were Deputy Minister for Information Brig-Gen Aung Thein, Director-General of IPRD U Chit Naing, officials of the Ministry of Information, advisers and trainees of Special Refresher Course No 8/98 for IPRD Officers.

The crew presented a programme of songs and dances.

Captain Mr Graham Bird extended greetings and presented gif to the deputy minister.

Director-General U Chit Naing expressed thanks and presented a certificate of honour and gifts to Mr Graham Bird and Director Lloyd Nicholas.

The deputy minister and party observed the books on board.

(10) Ministry of Information announces Video Rules

YANGON, 14 Dec - Exercising the rights provided under Section 45 (b) of the Television and Video Law and with the approval of the cabinet meeting No 42/98 held on 3-12-98, the Ministry of Information issued the Video Rules vide Notification No 11/98 on 12 December.

The rules included 12 chapters. Chapter I deals with the title and definition, Chapter II is on securing licence to carry out video business, Chapter m is concerned with the term of the licence, licence fees, fines and extension of the term, Chapter IV prescribes points to be followed by the video business licensee, Chapter V mentions formation of the Video Business Central Supervisory Committee and its duties and powers, Chapter VI underscores formation of State/Division Video Business Supervisory Committees and their duties and powers, Chapter VII is on the formation of the Video Censor Board and its duties and powers and Chapter VIII describes the procedure to secure a video censor certificate.

Chapter IX is on video censor certificate, its tenure, the fee and extension of the tenure, Chapter X on export and transport of the video tape, Chapter XI on appeals and Chapter XII on miscellaneous matters.

The Ministry of Information notification revoked the TV and Video Procedures issued under Notification No 3/ 86 by the Government of the Socialist Republic of the Union of Myanmar on 16-1-86.
