(7) Attitude of the nationalities peace groups

There have been reports that the majority of the public is worried about the danger of deteriorating peace and of regional stability and peace being undermined after spreading of news that the four groups which had made peace with the government supported the National League for Democracy's call for convening of the Hluttaw.  Hence, declarations of the peace groups will be made public to be able to vividly learn the situation between the peace groups and National League for Democracy and the true attitude of the peace groups.

Today, a translation of the declaration of the Pa-O National Organization (PNO) of Shan State (South) Special Region 6 issued on 27-9-98 is stated as follows:

Declaration on the attitude of the Pa-O National Organization (PNO) of Shan State (South) Special Region 6 in connection with the acts of the National League for Democracy

1. The Pa-O National Organization (PNO) in Shan State (South) steadfastly endeavoured to serve the interests of Pa-O nationals and the Union at large in conformity with the methods and programmes it had adopted.

However, it established peace in 1991 for the benefit of its region and the entire Union after realizing that the armed struggle line adversely affected the whole Union including its region and after witnessing the goodwill and efforts of the Tatmadaw for all-round development of the nation including border areas.

Public life and property were lost in large measure in the armed conflicts lasting more than 30 years.  Hence, peace has been restored after overcoming difficulties and shedding blood.  As such, it will not allow this peace to be lost again nor to be threatened or harmed.

2. In the absence of a constitution which usually decides sharing and exercising the sovereign powers, the National Convention is formulating the fundamental principles.  Delegates of national races and all strata are formulating the principles for the emergence of a discipline-flourishing democracy.

3. It has already formulated fundamental principles on the structure of the State, sharing of sovereignty and formation of a Pyithu Hluttaw comprising two Hluttaws.

4. Today, no constitution is in existence in the country and no Pyithu Hluttaw has emerged.  The Hluttaw will come into being only after the emergence of the constitution.  Hence, personalities and organizations desiring to take part in the Pyithu Hluttaw and serve the Union's interests will have to patiently wait.

5. In connection with the attempts of the NLD to unilaterally convene a Hluttaw and establish a parallel government, this organization observes that they are harmful to already restored stability and peace, national unity and favourable conditions of economic progress already achieved.  Their acts will amount to sending the nation back to internal strife and creating international confusion and finally disturbing the world peace.  Under the circumstances, the PNO will not accept them.

6. Hence, the PNO urges the political parties including NLD not to commit acts that run counter to the interests of the nation and the people.

7. Throughout the Union today, roads and bridges, dams and reservoirs, schools, hospitals and modern housing complexes are being set up.  Peace also prevails in the country.  The PNO hereby announces that it will join hands with the Tatmadaw Government and national brethren to preserve and expand the favourable conditions and try to complete the National Convention which is trying hard for the emergence of a discipline-flourishing democratic nation.

Aung Kham Hti
Chairman
Pa-O National Organization (PNO) of Shan State (South) Special Region (6)

27, September 1998

The declarations of other peace groups will also be made public.
